Primary Responsibilities
Position Function and Scope: this position is a temporary replacement for permanent Dispatchers in the Safety and Security department. Under the supervision of the Director, Assistant Director and Sergeants, receives emergency calls and requests for all safety related services; dispatches safety & security officers or facilities operations staff to the emergency or request for services; coordinates with county emergency operations center via telephone and radio for emergency responses to campus by fire, rescue, and/or police agencies. Answers university switchboard calls and transfers callers to appropriate campus offices; manages requests for transportation and dispatches university drivers in the absence of the Transportation Coordinator; manages requests for SLU EMS and Student Safety Team. Manages department communication, provides clerical and record support to the department.
Maintains radio communications with all shift personnel; monitors and records transmissions; responds to requests; maintains accurate locations of assigned personnel. Maintains detailed log of activities as they occur; prepares and files incident reports. Prepares and files work orders; registers vehicles and bicycles; and other emergency department needs. Upon request conducts motor vehicle registration checks, access control history checks; security reports, and affiliation checks from department records for officers in the field or as requested by external agencies under emergency scenarios. Responsible for monitoring the card access control system, production of the University identification cards and for assigning appropriate access levels to card holders. Responsible for answering the emergency RAVE Guardian calls and messages; and dispatches appropriate personnel to the caller location. Composes and sends Emergency Notification Alert messages on RAVE Alert to the campus community under emergency and/or testing conditions. Monitors Command View of the RAVE Guardian application. Performs other duties as needed or as assigned.
Duties and Responsibilities: Receives emergency calls and requests for safety related services; dispatches Safety & Security Officers to the emergency or request for services; coordinates with county emergency operations center via telephone and radio for emergency responses to campus by fire, rescue, and/or police agencies. Receives calls requesting services for facilities operations. Dispatch coordinates with facilities operations staff and facilities on-call afterhours supervisor when needed. Works closely with the Safety & Security Officers, Residence Life, Student Life, Health & Counseling, Campus Chaplain, Facilities Operations, St. Lawrence County 911 Dispatch, Canton Police Department, Canton Fire Department and Canton Rescue Squad; New York State Police and St. Lawrence County Sheriff’s Department, both during emergencies and post emergencies. Works closely with the Student Safety Team to assist in arranging transportation for students to health and counseling, doctor’s appointments, urgent care clinics, hospital needs, prescription pickups. Dispatch responds as needed for reports or resources needed by the Student Safety Patrol team. Works closely with First Response Team ( SLU EMS ) via 2-way radio or via phone for medical standbys at events, weekend ride about, all EMS calls on campus or off campus when requested. Dispatch assists with contacting outside resources such as rescue to respond to an EMS call. Dispatch records call times for EMS records. Maintain and keep accurate detailed dispatcher logs of emergencies, shift events, phone calls, requests for services, health transport, and complaints. Operate and monitor the transmission of data on a 2-way base radio; communicating with the Safety & Security Officers, First Response Team, Student Safety Team, Canton Police, Canton Fire & Rescue and Facilities Operations Staff, relaying information to each as needed. Make regular radio checks with all patrols and Safety & Security Officers on shift to always assure their safety. Relays vital information to the Safety & Security Officers when they are out in the field, conveying information such as phone number, room number, date of birth, class year, permit numbers, vehicle info, writing work orders, contacting maintenance, provide assistance they should require, including back up if needed. Monitors the access control system for system activity, failures, entries and exits of users. Answers RAVE Guardian calls, gate phones and screens callers for appropriate access. Manage door alarms and special requests for unlocks and locks of doors (not normally unlocked) for events and functions. Manages Student Activities university vehicle keys dispensing after hours. Identifies vehicle operator, matching university vehicle request sheets, university vehicle and vehicle keys with appropriate operator. e Monitor the university/fire alarm system and dispatches appropriate personnel to respond to any activated alarms on campus. Assist with conducting fire alarm drills by completing the proper fire alarm report as per NYS Office of Fire Prevention. Maintains records and reports of all alarms and drills. Monitor surveillance cameras on dispatch console upon incident. Reports observations to Safety & Security Officers in the field. Production of St. Lawrence University ID/access cards for both large production periods and routinely as needed to replace lost, stolen, or defective ID cards. Dispatchers provide access cards for gym memberships and retirees. Identify submissions for vehicle/bicycle registrations and issue parking permits during the off hours of the Technical Services and Systems Specialist. Dispatch records vehicle and bicycle registrations in person at the dispatch center and on the parking permit system. Answer university switchboard directing calls to requested areas and persons. Assisting people at the dispatcher center all hours of the day and night as the dispatch center is a 24/7/365 emergency department. Various office duties as required. Manages the Transportation Services Program in the absence of the Transportation Coordinator. The transportation coordinator is a 10-month position.
Dispatch covers during the summer hours, evening/night hours and on holidays. Dispatchers coordinate the transportation request for the University Drivers for both scheduled trips and unplanned requests. Completes documentation of trip sheets and maintains after hours scheduling. Communicates transportation specifics with drivers, passengers, office staff, and Transportation Coordinator as necessary to maintain an efficient and safe transportation program.
Hours of Work: The Per Diem Dispatcher will work when needed, to include shiftwork, including dayshift, afternoon shift, night shift, weekends, and holidays. Provide coverage as needed to fill vacant shifts due to sickness, vacations, etc.
Minimum Qualifications
High School Diploma (or equivalent) required; Excellent oral and written communication skills required. Must be able to follow verbal and written directions. Must be able to deal with highly confidential matters. Must have ability to remain composed, multi-task, work in high pressure environment and during emergency situations. Experience working with computer applications, strong working knowledge of Windows applications preferred. Must be able to work evenings, nights, weekends, and holidays as requested. Successful candidates must pass background check.
Preferred Qualifications
Salary $16.00 - $16.50/hr. The actual compensation will be determined based on experience and other factors permitted by law.
