Key Responsibilities:

Planning & Assistance Delivery

Support the unit in the planning of the humanitarian interventions which include needs and market assessments, modality decisions.Cash Programming RequirementsProgram participant registrationProcurement of commodities, transportation, warehousing of commodities, participant registration and distribution to beneficiaries, monitoring and evaluation of food program.Manage food program staff under his/her portfolio with support from Commodities Manager.Represent World Vision in any meetings related to food program as necessary.Supports the development of a detailed Guidelines/Standard Operating Procedures for Cash Based Program, conditional and unconditional cash grants and vouchers programmingTo further strengthen cash transfer and voucher delivery mechanisms, ensuring Standard Operating Procedures (SOPs) are in place and followed.To maintain overall oversight of all cash transfer elements of the Program, ensuring targets are met.

Prepare district budgets, expenditure analysis resources (financial and material) and staff management produce regular and timely progress reports regarding all food programs.

Documentation & Reporting

Prepare monthly management reports, and well as monthly narrative reports for the district according to set standards and formatsProduce precise Cash/Commodities tracking and narrative reports for Donors, Disaster Management, and Support Offices.Ensure the timely and accurate preparation of reports detailing field observations, monitoring findings, and project progressUphold a high standard of integrity and accountability throughout the distribution process, adhering to WVI, donor, and international standards for assistance handling.Review invoices from transporters meticulously to facilitate prompt payment, verifying their accuracy.Generate weekly/monthly situation reports (sitrep) and on-demand reports for supervisors/project coordinators.Document implementation best practices, lessons learned, and challenges encountered for future reference.

Monitoring/Site inspection

Conduct regular field visits to project sites to monitor progress, assess impact, and identify challengesSupport research/studies on sector related topics.Support and monitor partner organization operations to ensure compliance with the donor regulationsConsolidate and review monthly, and annual reports for timely submission.

Networking and improved relationships & Reporting

Coordinate with project staff, partners, government authorities, and other stakeholders to ensure a harmonized approach to humanitarian assistance.Participate in key coordination meetings of implementing partners within the district.Build and maintain relationship with internal and external partners/stakeholders for enhanced collaboration and sustainabilityProvide training and capacity building support to District Disaster Management Committee, Satellite Disaster Management Committees, and other community volunteer groups on monitoring techniques, humanitarian principles, and standards.

Humanitarian Accountability

Ensure that project activities are implemented in accordance with humanitarian standards, guidelines, and donor requirements.Monitor the quality and effectiveness of interventions and provide feedback to project staff and management.Document concerns raised by the beneficiaries concerning the quality, and or quantity including the application of materials received.Through the Project Coordinator provide the feedback to the raised concernsEnsure accountability platforms are established and functional for the utilization by the project participants.Facilitate community consultations and feedback mechanisms to ensure that project activities are responsive to community needs and preferences

Minimum Education, Training & Experience Requirements

Educational level required: Degree in Nutrition, Economic, Social Work, Finance/Accounting, Development Studies or another related fieldAt least 2-3 years of experience in humanitarian field monitoring, project management, or related fieldworkExperience in food aid management and accounting or disaster management will be an added advantage.Experience in program management, including planning, implementation, and monitoring of protection interventions.Excellent analytical and problem-solving skills, with the ability to assess complex protection issues and develop appropriate responses.Proven leadership and coordination abilities, with experience working in multi-sectoral and inter-agency environments.Excellent communication and interpersonal skills, with the ability to build relationships and negotiate with diverse stakeholders.Fluency in English is required; proficiency in Zambia languagesAbility to work in a cross-cultural environment and functional teams.Demonstrate high-level planning, reporting writing, and communication skills.Must have excellent interpersonal, analytical, and decision-making skills.Ability to manage conflict and negotiation skills.Strong networking, liaison, and partner engagement skills.Training and facilitation skills.Experience in project planning and Budgeting, implementation, monitoring and evaluation, and report writing essential.Ability to work in a cross-cultural environment and functional teams.Knowledge and understanding of World Vision operations would be an added advantageMust be a committed Christian, able to stand above denominational diversities.
