Job Description:
Salt Lake City is a thriving environment experiencing rapid growth and planning ahead for generational development. The City Council Office is seeking a District Liaison who will work directly with one of the seven elected Council Members to support constituent relationships, projects, communications, and coordinate with other Council Office staff. The Liaison’s work is critical to advancing Council Member priorities and building relationships with residents and community members.
Under the direction of the Council Office Executive Director and Deputy Directors, this position will communicate directly with Council Members, the public, Mayor’s staff, and co-workers to address service requests, prepare newsletter articles, advance Council projects, coordinate on special events, and support speaking engagements.
This is an appointed, at-will position without tenure and exempt from the career service system.
Position Salary Range:
+ $ $68,000 - $74,000

Key Responsibilities:
+ Performs constituent and public relations services for the Council Office. Addresses and monitors services requests regarding a wide range of municipal activities.
+ Responds to Council Member requests for assistance in handling a variety of public and constituent issues.
+ Assists with preparation and production of City Council District newsletters.
+ Develops and coordinates distribution of flyers and notices for special neighborhood meetings as requested.
+ Performs research projects for individual Council Members, the Council as a whole, and Council staff as requested. Research may be needed for special projects, to analyze public policy and legislation proposals, and comparative programs or services in other cities across the country.
+ Communicates with the public and others in the city via email, staff report writing, in-person meetings, phone calls and some social media messages.
+ Works closely with other Council staff to resolve problems, study policy needs and implications related to policy directions or statements previously made by the City Council.
+ Serves as the Council Office liaison on certain committees, task forces or commissions the Council may be involved with, as requested. Duties would include note-taking, follow-up, catering coordination, preparation of materials, etc., at the Council Member or Director(s) request.
+ Identifies, researches, and analyzes public policy proposals and legislation. Prepares staff reports for Council consideration. Responds to Council Member requests for policy/program information, analysis, and proposals.
Minimum Qualifications:
+ A bachelor's degree in public administration, political science, urban planning, or related field is required. A master's degree in a similar field is a plus.
+ Knowledge of state and local government processes, and community organizing/planning.
+ Ability to establish and maintain strong working relationships with all levels of staff and management in the public and private sectors.
+ Ability to communicate effectively both in writing and orally and demonstrate public presentation skills.
+ Four years of progressively responsible experience in community outreach, land use and/or public policy analysis.
+ Office program familiarity (or similar) is required.
+ Education and experience may be substituted on a year for year basis.
+ Bilingual proficiency in Spanish is welcome.
WORKING CONDITIONS:
+ Light physical effort. Mostly comfortable working positions, handling light weights, intermittent sitting, standing, and walking.
+ Frequent exposure to stress as a result of human behavior and the requirements of the job.
+ Some evening work based on City Council Meeting schedules.
