Reporting directly to the Director Operations, Field Services, the District Manager is responsible for safety, compliance, personnel, all processing at one of GFL’s fixed facilities, and leading the field operations. The District Manager will be accountable for managing the operation to standard costs and ensuring volume and cost variances are kept within targeted amounts. The Manager will also lead the facility from a people perspective and ensure all GFL values are incorporated into day-to-day operations, particularly around the creation and maintenance of a zero-harm environment.
Key Accountabilities
Responsible for all aspects of the branch operations, customer service and the delivery of branch resultsEstablish processing targets, review critical KPI’s and manage all costs related to the operationWork with the Operations teams to create, enhance and ensure adherence to facility preventive maintenance programsEvaluate and prioritize incoming work notifications and ensure that all scheduled work is completed in the allocated timeMaintain and implement standard operating procedures (SOP’s)Identify and recommend continuous improvements to processes and proceduresReport all incidents, safety infractions, non-compliance issues and participate in the investigation and development of corrective actionsMonitor and make recommendations regarding improved safety performanceSupport the site’s Environmental Management System (EMS) and our Occupational Health and Safety (OH&S) ProgramEnsure all visitors to the site (Contractors, brokers, etc.) are complying with site and corporate safety policiesEnsure the compliance of all contractors’ site compliance utilizing Field Level hazard Assessments and Safe Work PermitsManage projects including scheduling, workforce planning/coordination and liaising with customers and other contractors.Supervise the execution of designated projects from start to finish; attend to pre-job planning and scheduling of workforce and equipment; oversee pre-job mobilization and demobilization; liaise with customer representatives before, during and after job while ensuring quality control measures are effectively implemented.Conduct site visits prior to submission of quote/tender; in conjunction with the business development team to prepare and submit quote/tender package.Ensure that employees receive levels of training that are adequate for the jobs they are to perform and that will ensure the preservation of a safe workplace.Prepare and submit monthly production reporting, including the analysis of variances to standard cost Develop and implement continuous improvement initiatives to optimize processes and to create innovative cost savingsImprove facility communications by leading daily toolbox talks, weekly production planning and monthly performance review meetingsProvide leadership to the facility team by coaching, managing and creating a performance based cultureCreate and maintain a zero-harm environment by ensuring all environmental, health and safety regulations are adhered to at all times Ensure the facility is compliant and conditions are met for approvals by the Ministry of the EnvironmentPrepare accurate processing forecasts and work closely with Logistics and the Commercial & Technical team to ensure facility volume requirements are metWork closely with the Finance team to plan, execute and evaluate processing volumes and costs incurred, to review standard costs and to create the annual operating budget for the facilityWork closely with Human Resources and the Environmental, Health and Safety team to ensure core values are maintained and a performance based culture is reinforcedExperience & Education Experience within Operations in a processing environment, with at least 5 years at a management experienceCollege or University Degree in chemistry, engineering or operations managementStrong interpersonal and communication skills are essential for collaboration with cross-functional teamsAbility to develop safe operating proceduresValid Class 5 Driver’s LicenseProficient in Microsoft Office, Outlook, Excel, WordProven organization, time management and problem solving skillsDemonstrated commitment to Health & SafetyAbility to work evenings and/or weekends, if requiredKnowledge Track record of operational excellenceBudgeting, planning, and financial performance reportingManufacturing systems and continuous improvement practices considered asset (i.e. Six Sigma, Lean Manufacturing, TQM etc.)Process Management and optimizationEmployment Standards and Labour Relations legislationOccupational Health and Safety Act (OHSA)Environmental regulations and complianceOrganizational design and effectivenessSkills & AbilitiesCoaching, team building and employee developmentDecision makingEffective communication to varied audiences (shop floor to CEO and Ownership)Strategic planning supportStrong interpersonal skillsAbility to manage multiple high priority tasksComputer savvy
