Develop a highly performing district team that is able to deliver on the requirements of the project.
Facilitate a working environment of mutual trust, respect, and care among all staff. Encourage effective teamwork, with staff members supporting each other.Conduct monthly staff meetings to ensure issues are raised and addressed and to encourage reflection on Programme progress and learning for improvement.Ensure P&C documentation is completed to a high standard including PRFs, PAFs, Annual Work Plans, Mid-year Performance Reviews, Annual Performance Reviews, and Learning and Development plans.Take responsibility for building the capacity of programme staff, enhancing their commitment, character, competence, and critical thinking;Work with direct reports to develop and implement personal capacity building plans, identifying Specific capacity gaps and appropriate development opportunities.Lead the development of clear work plans at the district level, based on the overall project proposal and targets.
Lead annual planning at the district level to ensure that plans are made to meet the targets set out in the project design.Develop the district budget based on the annual plan.Liaise with District Program, APs and others WV grants to ensure complementarity on implementation of the activities.Liaise with WV's sub-grantee to ensure that the components are fully integrated with other plans.Lead quarterly and monthly reviews of these plans, setting targets for each month plan.Based on planned targets and revisions to plans, ensure revisions to budget are incorporated into the planning process.Ensure every staff has a clear work plan based on the monthly targets and those activities are planned in a coordinated fashion, preventing duplication.Oversee the implementation of planned activities to ensure targets are achieved.
Ensure each staff sector has a clear weekly work plan and that necessary resources are available for them to implement their responsibilities. Conduct monitoring visits to the project activities to assess progress against targets and to provide coaching and direction to activities in areas where improvements are needed.Act as the initial trouble-shooter when difficulties in implementation are identified; meet with necessary project participants, listen to challenges and actively identify solutions such that projects can continue as needed.Take corrective action, when staffs are failing to achieve targets.Ensure Humanitarian Accountability standards are being effectively incorporated.Monitor local context, including issues of security and natural disasters; immediately reporting and update implementation plans to accommodate these issues,Ensure sound financial management within the District.
Participate in reviews of monthly financial reports, prepare variance explanations and identify issues that require action. Communicate this back to district staff or sectors to ensure higher standards.Contribute to preparation of mid-year budget revisions based on learnings in the first half of the year.Ensure that financial standards are met in all financial tasks within the district including closing all advances within the necessary timeframe, and ensuring documentation contains all the requirements as per financial standards.Contribute towards preparation of audit responses and take follow up action to ensure audit issues are addressed in the District.Ensure rapid and clear flow of information, and that project reporting standards are adhered to meet donor requirements.
Prepare and submit Monthly Management reports to PARES Managers (DcoP and CoP).Collect and collate reports from District Staff or sectors to give an overall report regarding progress in the district, summarise overall progress and challenges within the district; ensure these are communicated to the PARES Deputy Chief of Party or Chief of Party for support to be provided.Prepare and submit reports to local government as needed by government entities, here include the courtesy meetings with local government to update the activities implementations.Ensure that there is a good flow of information between the district team and the Provincial team, such that issues are identified and reported on before they become difficult to manage.Monitor local context and report on how changes in context may affect programme activities. This includes changes in the security environment.Provide coaching and feedback to staff to improve the quality of reports that are prepared.Represent the PARES Project internally to other WV departments and externally within the district to ensure positive relationships are built,
Represent the PARES Project to the District Government to ensure they are aware and supportive of project targets and activities.Ensure the WV is present in united voice to government and to communities,Co-ordinate with WV's sub-grantee to ensure that their activities are well integrated into the project at the district level.Co-ordinate with other NGOs or similar organisations in the area to ensure complementarity of approaches.Host visits from Province, NO, WVUS, USDA, SARO and local government as needed as well as, ensure they have a good understanding of WV’s work in the project, the challenges and the successes,General
