Position Description:
Responsible for contract-level monitoring to ensure that statutory, regulatory, programmatic, and/or contractual requirements are being met with a focus on certified payroll, prevailing wages, workforce participation and small business requirements. Provide technical assistance to owners/agencies, contractors, trade partners, and other project personnel as needed.

Reports to: Manager, Compliance

Essential Duties & Responsibilities:
· Apply federal, state, and local prevailing wage laws (Davis-Bacon and Related Act (DBRA), Service Contract Act, Walsh Healy Act, and other relevant regulations) as well as small business laws and regulations to determine compliance.
· Monitor contractor and subcontractor reporting to ensure compliance with all federal, state, and local laws and regulations governing prevailing wage and small businesses.
· Review all compliance requirements with and obtain complete, timely, and accurate reports or data from prime and subcontractors.
· If applicable, ensure prime contractors and/or subcontractors have an apprenticeship program by an approved government agency with certified apprentices registered to the program. Validate apprenticeship certificates and submission of apprentice certificates into electronic certified payroll compliance system. Validate ratio of apprenticeships against permitted apprenticeship program per governing law. Audit process and record and notify Director, DiversityAssured of any pay restitution as applicable.
· Verify resubmission of restitution documents requiring prime contractor/subcontractor to pay restitution for underpayment of wages.
· Conduct audits of submitted documents and reported data for accuracy and compliance, address findings with prime contractor/subcontractor.
· Conduct prevailing wage interviews on project sites with prime contractors/ subcontractors and manage documentation within certified payroll software system.
· Conduct prompt payment and commercially useful function interviews on project sites with small businesses and manage documentation and reported data within small business software systems.
· Review and match prevailing wage interview findings to subcontractor payroll submissions; identify and manage discrepancies and escalate findings as needed.

· Verify accuracy of prevailing wage records, ensuring necessary information, daily work records, and fringe benefits are included.
· Continually monitor contractual commitments and attainments for business utilization and notify Director, DiversityAssured of any deficiencies.
· Confirm relevant and valid certification of all small businesses at bid stage and subcontract award, and thereafter each month throughout the life of the contract.
· Visit project sites to verify display of current required U.S. Department of Labor posters and other related notices or content.
· Identify and report deficiencies to Manager
· Monitor corrective action to ensure that it is performed effectively and timely. Report issues to Director, DiversityAssured for further action if needed.
· Prepare ad hoc reports as needed.
· Attend pre-construction and progress meetings to review and discuss contractual requirements, attainment status, identified deficiencies, and status of corrective action.
· Provide guidance and deliver training as needed to owner/agency field staff and affected contractors to facilitate understanding and achieve compliance.
· Abide by record retention guidelines established by state and/or federal government. Archive payroll and payment records in accordance with guidelines.
· Maintain accurate files of certified payroll reports, payment reports, affidavits, and related documents and make available for review at all times. Cooperate fully with federal, state, or local audits.
· Reference Client Contracting Policy and Procedures Manual for prevailing wage and payment guidance if applicable
· Participate in prevailing wage and/or small business training and development as directed.
· Other activities, duties, and responsibilities as assigned.

Skills:
· Certified payroll/prevailing wage experience.
· Small business experience.
· Proficient in certified payroll and small business software.
· Proficient in Microsoft suite of applications and collaboration technology.
· Excellent verbal and written communication skills.
· Highly organized and attentive to detail.
· Ability to work in a non-structured environment with minimal oversight, take direction without continuous follow-up, and work with multiple project teams.
· Ability to travel
· Reliable internet access.
