Division Director, Public Sector and Community Psychiatry

Tufts Medicine Behavioral Health Hospital (Acadia Joint Venture) will be opening in September 2025: State of the art BH Hospital: site for clinical care, training, and clinical research, 144-bed hospital with 6 inpatient units (24 beds each).

Job Overview

With support and oversight from the Department Executive Director, manage existing contracts, program budgets, and support external relationships.

Work in collaboration with Neurosciences Service Line leadership, and finance to support Tufts/Acadia Joint Venture efforts; service as administrative lead for the Department.

Evaluate external relationships and identify potential opportunities and challenges on behalf of the Department of Psychiatry.

Create detailed financial analyses to support new initiatives and model future-state network relationship operations and legal/contract structures.

Collaborate with legal and finance teams to draft and review service contracts, identifying areas of risk for the Department of Psychiatry.

Travel to external institutions as needed to foster relationships, participate in meetings, and evaluate potential new sites.

Work closely with hospital, departmental, and division chiefs to ensure a strong, integrated, and consistent approach to care and operations across the distributed network.

Lead strategic analyses to support informed business decision-making.

Organize data and written information into draft projects and proposals for stakeholder review.

Design, compile, and disseminate ongoing measurement and reporting of network impact, including profit and loss statements and comprehensive financial performance and budgetary implications of the Department’s network activities.

Stay current on trends and developments in the healthcare field, particularly in business development, healthcare networks, planning, analytical and decision support tools, financial trends, and evolving technologies and programs.

Job Description

Minimum Qualifications:

1. Bachelor's degree in Business Administration, Healthcare Administration, or a related field.

2. Five (5) years of progressive experience in operations, project management, and/or healthcare management. Experience should include managing multi-site or multi-specialty practice operations, including financial operations and analysis.

Preferred Qualifications:

1. Master's degree in Business Administration, Healthcare Administration, or related field.

2. Seven (7) years of progressive experience in operations, project management, and/or healthcare management. Experience should include managing multi-site or multi-specialty practice operations, including financial operations and analysis.

Duties and Responsibilities: The duties and responsibilities listed below are intended to describe the general nature of work and are not intended to be an all-inclusive list.  Other duties and responsibilities may be assigned.

1. Develops, recommends, and monitors the operating budget for effective variance reporting and corrective action to ensure conformity with the budget.

2. Maintains appropriate financial/statistical performance data and produces meaningful reports to monitor, evaluate, and improve financial and operational performance.

3. In conjunction with leadership, provides analytical support to respective division.

4. Provides strategic and business planning for the division, including, but not limited to, new physician recruitment plans and new programs/affiliation business plans.

5. Directs the efficient and accurate capture of charge entry, patient information, billing support, and co-pay collection procedures for the billing of all physician services as well as hospital charges in clinic.

6. Maintains collaborative team relationships among subordinates, and with peers and colleagues to foster the group’s achievement of goals, and a positive work environment.

7. Develops and carries out cost containment strategies.

8. Develops and implements business plans for division to foster the achievement of established goals for market share, revenue, budget, and patient visits.

9. Fosters collaboration between physician practices and hospital business plans to support the achievement of common goals.

10. Develops, recommends and administers physician’s financial incentive programs to foster continual improvements in meeting established goals.

11. Recommends and administers activities to carry out the marketing plans for assigned division.

12. Participates in hospital-wide committees and projects that are focused on the creation, maintenance, and expansion of key relationships.

13. Participates in professional activities and maintains affiliations to keep abreast of trends/changes, regulations, and legislation in the field of health care planning and network development.

14. Ensures the efficient utilization and development of personnel resources through programs for effective orientation, selection, staffing and scheduling, training, development, and morale.

15. In collaboration with Human Resources, hires, motivates and supervises staff.

16. Ensures the fair administration of human resources programs and policies to include employee counseling and discipline.

17. Ensures compliance with JCAHO standards and other relevant regulatory requirements.

18. Responsible for ensuring adequate information technology resources for efficient departmental operations, including hardware, software, networking, and telecommunications upgrades.

19. Works closely with divisional and departmental site Clinical Practice Supervisors to oversee daily operations of the outpatient clinical area.

20. Reviews Patient Satisfaction Reports and looks for trend and improvements.

21. Works closely with hospital and nursing leadership to communicate, operationalize and enhance workflows.

22. Works collaboratively with professional attitude to all levels of leadership, staff, and the community.

Physical Requirements:

1. Frequent standing, walking, and sitting within the clinic.

2. Ability to operate standard office equipment and use required software applications.

3. Ability to perform tasks involving physical activity, which may include occasional lifting and carrying of light objects.

Skills & Abilities:

1. Knowledge of a clinical operations, both in an inpatient and outpatient setting.

2. Knowledge of specialized applications software for medical record, patient scheduling, and billing.

3. Ability to interpret financial data and effectively manage revenues and expenses according to budget.

4. Management, leadership, and interpersonal skills adequate for the effective management of clinic operations.
