Divisional Compliance Officer

Pay Range: $62,672.00 - $83,579.00
With direction from the Divisional Compliance Manager, develops and executes a testing program in accordance with the Division’s compliance and quality control program. Assists with implementing new or changed regulatory requirements by supporting the business lines and lines of support with identification of process changes needed. Responsible for communicating testing results to Division’s senior management team. Responsible for coordinating an appropriate training regimen for Divisional employees. Serves as a Compliance Coordinator for the Division.
Education and Experience:
+ Bachelor's degree required, Masters preferred
+ Minimum 2-5 years experience in Financial Services field
Skills and Abilities:
+ Proficient knowledge of federal and appropriate state compliance laws and regulations is required.
+ Proficiency in Microsoft Office Software.
+ Ability to learn and understand the systems and processes utilized within the Division, including, but not limited to: Direct Lending, Dealer Finance, Special Assets and Retail Collections, Call Center, Deposit Operations, Canajoharie Operations, Electronic Banking & Wire Room.
+ Familiarity with Federal Banking Regulations.
+ Working knowledge of workflow applications and disclosures.
+ Ability to learn and understand internal policies, products and procedures.
Tasks Performed:
+ 35% Executes the compliance program as it pertains to the Division. Responsible for developing a test plan for areas identified in the compliance program risk assessment. Test plan development will include establishing population, test procedures, documentation of testing, reporting process and related communication. Evaluates the result of the testing and makes recommendations as appropriate to Manager and department employees, which minimize regulatory risk while accomplishing business objectives. Act as liaison and point of contact with Compliance for regulatory matters affecting the Division.
+ 20% Assesses the implementation of new or revised procedures related to changes to regulatory requirements by LOB/LOS, which affect the Division and provides the Compliance Department with procedural descriptions and subsequent updates.
+ 15% Maintains current knowledge of relevant state and federal rules and regulations. Ensures that all employees in the Division are aware of applicable regulatory requirements and of procedures designed to meet them. Distributes and explains written materials received from the Compliance Department to appropriate employees within the Division. Supports the Division in ensuring the appropriate compliance training for employees is completed successfully based on a defined training regimen.
+ 15% On a routine basis and in accordance with the Division’s compliance and quality control program, monitors the compliance with selected regulatory requirements within the Division, using the specified monitoring activity as a minimum standard and review the results with the Division’s senior management. Reports any exceptions found and the corrective action taken or planned to the Division Executive and Compliance Department.
+ 10% Maintains internal records of testing results and other monitoring activity. Coordinates the gathering of relevant materials for regulatory examination.
+ 5% Other duties as assigned.
