The DoDIN Joint Warfighter Capabilities Department (N242) mission is to enable DoD technology & information superiority through a work program that is focused on providing rapid & resilient cloud capabilities, modernizing legacy C2 & communications, and ensuring spectrum superiority across our sponsors. We are seeking a Lead for our Electromagnetic Spectrum Enterprise Policy & Programs work stream—one of three work streams that comprise our DoD CIO for Command, Control, and Communications (C3) project.
Roles & Responsibilities:
Serve as a trusted technical advisor to Senior Government Leaders, offering unbiased technical advice and recommendations leading to improved capabilities.
Execute White House, Congressional, and Secretary of Defense-directed analyses and studies focused on Electromagnetic Spectrum and wireless communications.
Provide technical inputs on policy and guidance development.
Lead or participate in inter-agency related forums.
Engage with stakeholders to analyze operational requirements, address networking challenges, apply sound technology solutions, and advance the state of communications and networking to benefit the customer’s mission.
Provide strategic oversight and manage concurrent pieces of the work program, synchronize work products across different tasks, organizations, and contracting staff.
Basic Qualifications:
Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.
Active DoD Secret Clearance or higher
8 years of related experience and demonstrated experience in policy, regulation, or strategy related to one or more of the following areas: Spectrum management, spectrum sharing, spectrum coexistence, spectrum repurposing, emerging wireless technologies, use of the RF spectrum-dependent systems.
Strong Systems Engineering Skills.
Familiarity with mid-band Citizens Broadband Radio Service (CBRS) spectrum sharing regulations and policy.
Extensive experience working directly with senior government leaders.
Frequently engage with the sponsors at government locations.
Demonstrated collaboration and communication skills to support individual, team, and external stakeholder interactions.
Demonstrated ability to lead small or medium-sized teams to deliver customer products, including product definition, technical analysis, completion, and technical quality. Ability to effectively collaborate with dispersed a team.
Strong technical background and self-discipline to stay up-to-date with emerging policy and technologies through continued learning, and active engagement with academia and industry.
This position requires a minimum of 50% hybrid on-site
Preferred Qualifications:
Master of Science in Electrical Engineering, Physics, or related discipline.
Strong understanding of the interworking of regulation/policy with technology development and ability to think strategically and assist in forming a long-term vision.
Demonstrable experience in DoD and EMS strategic working groups, or DoD Policies and Directives related to the identified domains.
Expert knowledge of National and International EMS regulations, policy, procedures, and processes and a background applying spectrum regulatory expertise to spectrum access requirements.
Ability to apply RF engineering judgement to develop negotiation strategies to plan and execute customer influence of national and international regulatory decision-making processes.
Experience forging agreement and consensus between communities of interest while accomplishing customer objectives.
