DOTD Procurement supports the mission of DOTD by providing services that enable the success of all DOTD agencies, offices, and programs. Responsible for the preparation of RFPs/Contracts for Title 39 professional, personal, social, or consulting services and amendments to all types of contract documents. While in official capacity, DOTD employees must comply with all applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives. JOB DISTINCTIONS: Differs from Procurement Analyst 2 by the absence of experienced-level professional procurement duties. Examples of Work 30% Responsible for the purchase of a large volume of technical and specialized supplies, materials and equipment on a statewide basis, including road and bridge material that are commodities exempt from the Office of State Purchasing in accordance with R. S. 39: 1572. This position purchases non-exempt supplies, materials, and equipment based on the Department’s Delegated Purchasing Authority and purchases exempt commodities and materials with an unlimited purchasing authority. This Delegated Purchasing Authority consists of assisting the various Districts and Sections in determining their needs; developing, researching, editing and/or revising specifications; determining bid document requirements; determining bid award criteria; selecting prospective bidders; determining public advertisement requirements, etc. Prepares repo1ts for both direct supervisor and other high-level officials in the assigned DOTD program. May be required to present findings of audits, inspections, and/or research at committee and/or staff meetings. 25% Prepare Request for Proposals (RFP's) in accordance with RS 39: 1595 by developing bid advertisements; preparation may include but is not limited to, assisting the Project Manager with the preparation of the RFP ensuring an appropriate contract term is determined and not exceeded, and avenues for extension are available if necessary, ensuring RFP will result in a contract with clearly defined goals and objectives and a monitoring plan. Ensuring all documentation is collected and is accurate prior to DOA/OSP submittal. Draft and expedite RFP draft to DOA/OSP for approval to adve1tise, respond to DOA/OSP comments, questions until approval is granted to adve1tise. Coordinate meetings that could include Procurement Support Team (PST) meetings at DOA, pre-proposal conference meetings and/or oral presentations pertaining to an RFP. Advertises RFP as required by law. Reviews and analyzes proposals for compliance with RFP requests and regulatory requirements pe1taining to procurement. Schedules and conducts the RFP Evaluation team scoring meeting(s). Prepares and disseminates detailed evaluation instructions for all Evaluation Team members. Monitors the integrity and confidentiality of the grading and selection process, compiles scores, and prepares award documents. Facilitates and evaluates any negotiations or BAFO processes. Works with administrators, officials, and other personnel to resolve contract or RFP problems, and facilitates coordination/resolution. Maintain all records and documentation in file in order to prepare reports and/or correspondence relative to the RFP and/or any protest of award that may be received. Process and prepare professional service contracts that may or may not require the RFP process. All contractual documents must be processed in accordance with R.S. 39: 155 l - l 755 and the Louisiana Administrative Code, Title 34, Part V and other applicable state and federal statutes, regulatory requirements, department policies, and procedures. Preparation and execution of all types of agreements (i.e. Intergovernmental) between various entities and governmental agencies and DOTD is also required. Procures commodities that may be partially or fully funded by federal programs such as FEMA and/or FHWA, ensuring the procurement is in accordance with the regulations in order for the funds to be granted. Additionally, procures commodities that must comply with federal guidelines and nationally recognized standards including the MUTCD, AASHTO, and ANSI ensuring that the specifications and evaluation process conform with these guidelines. 20% Responsible for developing contracts, developing contract specifications, and determining criteria for low bid selection, determining applicable special conditions, analyzing bids, and awarding contracts for unlimited purchasing authority for assigned commodities that are exempt from the Division of Administration's Office of State Purchasing, in accordance with R. S. 39: 1572. This includes conducting special research to determine contract feasibility, taking into consideration Department needs as well as current market trends based on product research and market analysis. Assists in organizing, planning and conducting seminars and workshops throughout the State for Department personnel, vendors and/or the general public concerning contract laws, regulations, policies and procedures, and any other information pertaining to DOTD-specific programs. 15% Evaluates bids and determines bid compliance and is held accountable for compliance with Revised Statutes, Administrative Codes, Executive Orders, Division of Administration Regulations and Directives, DOTD policies, and all other regulatory requirements. Rejects bids and resolves problems and controversies that exist between the Department and vendors concerning non-compliance of terms and conditions of contract award, failure to meet specifications, delive1y schedules problems and/or any other service-related problems that arise within assigned commodities. Awards contracts and purchase orders and establishes and maintains records of purchasing transactions within assigned commodities. Provides advice and may recommend a course of action in accordance with federal laws and agency policies. Prepares detailed reports and analyses as required by various state and federal entities for certain DOTD programs. Makes recommendations to improve processes and/or implement changes to improve effectiveness. 10% May be required to perform other duties as assigned but not limited to emergency disaster support activities.
