This position is the direct supervisor to three DOTD Program Specialists located in three District offices throughout the Region. The primary function of this position is to directly supervise Field staff that are responsible for assessing complex risks, provide technical assistance, evaluate current loss prevention policies, process training requirements; and authorize corrective action in compliance with the state’s safety and loss prevention program and prevailing federal regulations and standards. The incumbent provides support to the Field Program Manager, Safety Director, and District Administrator’s as needed. The incumbent must be competent in multi-tasking and accommodating changes in policy, procedure and safety regulations to successfully meet a wide variety of deadlines. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives. Job Concepts FUNCTION OF WORK: To supervise employees and processes involved as part of a DOTD specific program. LEVEL OF WORK: Supervisor. SUPERVISION RECEIVED: Broad from higher-level personnel. SUPERVISION EXERCISED: Direct over lower-level subordinates. LOCATION OF WORK: Department of Transportation and Development (DOTD); may be used statewide as deemed appropriate by the Department of Civil Service. JOB DISTINCTIONS: Differs from DOTD Program Specialist 5 by the presence of supervisory responsibilities. Differs from DOTD Program Manager by the absence of management responsibility for a DOTD specific program. Examples of Work Job Duties and Responsibilities: 50% Field Work Supervises and trains staff to perform on-site inspections of DOTD equipment and facilities and job sites for compliance with safety codes, standards, procedures and/or practices. Functionally supervises and instructs DOTD employees throughout the Region on safe working habits or conditions and issues citations for unsafe acts/unsafe conditions, recommends remedial action and monitors compliance and loss control. Supervises and trains staff to Investigate motor vehicle/equipment accidents and work related injuries to determine cause and circumstances; recommends remedial and monitors safety and loss prevention program compliance. Notifies Loss Prevention DOTD Program Manager and Director of procedural problems and recommends safety and risk analysis training necessary to enhance loss prevention performance. Will performs field work in assigned district and supervises the field work of assigned Region. Supervises, directs, and/or provides guidance to a staff consisting of DOTD Program Specialist 1-4 in assigned region that are responsible for monitoring the safety of DOTD personnel during the performance of field operations. Oversees and directs the investigation of all DOTD accidents (personal injury, motor vehicle, general liability, property, etc.) and attends and advises biannually the Loss Prevention Committee meetings of districts in their assigned region. The Supervisor will complete quarterly audits on the accident files, worksite inspections, and building inspections completed by the Loss Prevention DOTD Program specialist that are monitoring field operations in the districts under their supervision. The incumbent will assume the responsibilities of the DOTD Program Specialist in his or her assigned regions during their absence. Conduct PES, training and leave approval for the regional employees assigned to them. Travels assigned regional districts to review the documentation of accidents/incidents, for correctness and completion. Attends loss prevention committee meetings to monitor consistency between districts. 30% Administers the agency’s safety and loss prevention programs and activities to accomplish program objectives in accordance with statutory, regulatory and established standards and programs. Plans, actuates, organizes and controls the comprehensive safety, compliance, loss prevention and safety training programs across the Districts, directs, monitors and reviews the inspections of DOTD owned and leased property performed by subordinates, to ensure compliance and existing state requirements, policies and regulations. Assesses DOTD occupational safety and health problems and needs; determines, recommends and authorizes specific methods, policies, procedures and priorities to assist all DOTD operational units in developing and maintaining comprehensive and effective loss prevention programs. Directs, reviews and monitors budget recommendations for personnel, services, equipment, materials, and presents request to the DOTD Program Director. Supervises and ensures the training of Loss Prevention DOTD Program Specialists involved in assessing risk and assisting DOTD operational units in establishing, implementing and maintaining the State Loss Prevention Program. Conducts meetings with local and state government officials, managers, and with private organizations on a frequent basis on loss prevention matters. Assists the Loss Prevention DOTD Program Director in monitoring safety policy application and coordination of disparate elements that comprise the safety training programs. Analyzes the impact of the safety/training and loss prevention programs and makes recommendations of work safety policies, procedures and practices which may affect employee safety to the Loss Prevention DOTD Program Director. Provides highly technical assistance and advice on complex risk analysis and loss prevention to the Loss Prevention DOTD Program Director. 10% Training / Certification Is a certified instructor/Trainer for DOTD Loss Prevention employees. Works with and prepares section employees to become certified instructors. Serves as an instructor for Driver Improvement, Cardiopulmonary Resuscitation (CPR), First Aid, Bloodborne Pathogens and all other prescribed safety training and loss prevention programs as necessary. Acts as a functional supervisor when training DOTD employees. Makes recommendations to DOTD Loss Prevention Manager and Director regarding safety meetings, education and/or loss prevention training to enhance performance of employees. 5% Directs investigations, as necessary, of safety related accidents occurring within the Department and provides assistance as required to federal, state and local law enforcement agency’s investigation boards in an effort to eliminate or reduce similar accident occurrence. Directs, supervises and trains appropriate DOTD personnel in the highly complex and various safety program areas including property, boiler machinery, fire, marine and safety inspections. Provides highly technical assistance and advice on complex risk analysis and loss prevention to DOTD management to ensure conformance to state requirements, policies and procedures and to establish and maintain programs to promote increased safety awareness to employees. 5% May be required to perform other duties as necessary including, but not limited to, emergency disaster support duties.
