Description This position is responsible for assisting with public health outreach and education, and engaging partners to address substance use and prevent overdose by deploying a variety of strategies. A special emphasis will be placed on health equity, and providing training, outreach, and higher- level community technical assistance to non-traditional multi-sector groups not yet addressing substance use. Priority populations include marginalized groups, people who use and/or inject drugs, those experiencing incarceration or post incarceration, and those experiencing homelessness. This position will supervise the Community Linkages of Care Coordinator and report on grant funding strategies of the Overdose to Action (OD2A) grant. Job Duties ? Clinician Engagement- assess needs of community healthcare providers; coordinate trainings to increase provider knowledge of evidence-based practices in substance use case management, reduce stigma and bias, and address other knowledge gaps identified. ? Public Safety- assess needs of public safety partners, including emergency medical services/first responders, Emergency Managers and City/County Administrators regarding collaboration needs between public health and public safety, existing substance use response efforts, and capacity for establishing new efforts in communities at higher risk. ? Education and Outreach- support public awareness education efforts to help individuals reduce risk; facilitate post overdose outreach efforts using Overdose Detection Mapping Application Program and Emergency Department syndromic surveillance data, through utilization of a variety of Virginia data tools and CDC best practice documents; outline and facilitate response activities to be employed when responding to overdose spikes, in post overdose outreach efforts, and incorporate preventative outreach efforts ? Assist with Process, Protocol and Policy Development- partner with local and state partners to develop best practice documents to be used when engaging and building action plans with community public health/public safety teams and rapid response protocols; provide input during community strategic planning and updating response plans to address substance use; develop a strategic plan for the Overdose Prevention Program. ? Capacity Building- represent the district on task forces, boards, planning groups, and non-advocacy coalitions across all sectors addressing substance use prevention; directly support the development, planning, implementation, and evaluation of community programs, projects, and initiatives. ? Communication- serve as the district's subject matter expert regarding the Overdose Prevention Program; present on outcomes and findings of the projects that support overdose prevention efforts. ? Leadership- directly supervise the Community of Care Coordinator; lead and manage the district's interdisciplinary Overdose Prevention Program. ? Abide by all state, health district and agency policies regarding confidentiality of patient information. ? Performs other duties as assigned that relate to addressing overdose prevention, which includes the public health emergency and response to opioid addiction. Minimum Qualifications ? Working knowledge of evidence-based Drug Overdose Prevention principles. ? Skillful in integrating strategies to advance health equity. ? Experience in coordinating trainings that support public health, or social services initiatives. ? Considerable experience in program development, implementation, evaluation, and partnership building. ? Skillful in project management, goal setting, progress reporting and coordinating initiatives. ? Experience in leading multi-sector, multidisciplinary, and/or collaborative team initiatives. ? Supervisory experience. ? Strong organizational skills with the ability to manage multiple projects. ? Experience working with diverse groups. ? Demonstrated effective oral and written communication (by way of Microsoft Outlook, Word, Excel, and PowerPoint) with the ability to communicate effectively and collaboratively with clients, staff, colleagues, community groups, and the general public. Bachelor/master’s degree with an emphasis on health education, health communication, public health, or health sciences. ? Certified Health Education Specialist, Peer Recovery Specialist, or Community Health Worker certification preferred. ? Knowledge of health district geographics and public health initiatives that address substance misuse in the Crater Health District. Special Requirements: A criminal history/background check will be required and the ability to travel throughout the Local Health District is also required, with mileage reimbursement provided if a state vehicle isn’t available.
