VGS is seeking a full-time Duty Officer (DO) to support air terminal operations at our location in Rota, Spain.

This position plays a critical role in a 24/7 operational environment, ensuring the safe, efficient, and timely movement of personnel, cargo, and aircraft. The DO is responsible for overseeing all aspects of air terminal operations, maintaining compliance with applicable regulations, policies, instructions, and the Performance Work Statement (PWS).

Key duties include coordinating with aircrews, ground support personnel, local nationals, and command authorities to support mission readiness and operational effectiveness. The DO ensures all tasks associated with air terminal operations are executed safely and correctly.

Your Impact 

Acts as the primary representative of the Station Manager and Alternate Station Manager in their absence, ensuring seamless continuity of operations.Supervises operations of all departments within Air Terminal Ground Handling Service (ATGHS) operations, including ATOC, Cape Forecasting, Load Planning, Passenger Services, Air Freight/Special Handling, Ramp, and Transportation.Directs and allocates aerial port resources to safely support a Working Maximum on Ground (WMOG) of three (3) aircraft simultaneously.Ensures maximum aircraft utilization and on-time departures, troubleshooting operational challenges while adhering to Air Mobility Command Instruction DAFI 24-605 Vol 2, DTR, PWS, and other applicable regulations.Establishes, coordinates, and maintains all required schedules, logs, and reports to ensure compliance with regulatory and contractual obligations.Provides real-time updates regarding potential delays, actual delays, diversions, or aborted missions to all relevant agencies and personnel.Oversees all flight line activities, promptly identifying and addressing operational issues to maintain safety and efficiency.Ensures flight schedules are properly completed and disseminated in alignment with Performance Work Statement (PWS) requirements.Oversees the movement of hazardous materials, classified shipments, and mission-critical equipment in accordance with all safety and security protocols.Human Remains Coordination: Facilitates the dignified transport of Human Remains (HR) in coordination with base agencies, ensuring compliance with PWS guidelines.Ensures all aircraft and personnel mishaps/incidents are properly documented and reported in accordance with the Performance Work Statement (PWS) and internal requirements.Oversees and ensures the timely and accurate announcement of aircraft arrivals to all relevant personnel and departments.Supervises the movement of Air Mobility Command (AMC) Mission Impaired Capability Awaiting Parts (MICAP) assets, ensuring mission readiness and minimizing delays.Facilitates and coordinates support for NATO and foreign aircraft by working closely with Airfield Management, Host Nation authorities, TACC, and other support agencies.Supervises planning and oversees the execution of crew and passenger shuttles in compliance with the PWS to ensure efficient and timely movement.Manages and monitors the movement of explosive shipments, ensuring proper coordination with all agencies and downline stations to minimize mission delays.Ensures that all diplomatic and explosive shipment clearances are properly secured before execution.Monitors aerial port cargo backlogs, collaborates with TACC/APCC on mission planning, and coordinates Special Assignment Airlift Mission (SAAM) requests with relevant units.Ensures all Patriot Express (PE) mission services meet Air Force Instructions (AFI) and PWS requirements, providing seamless support for passenger movements.Liaises with the Naval Station Rota Protocol Office to facilitate DV mission requirements and requests, ensuring proper communication and execution.Monitors all air terminal and flight line operations, ensuring adherence to safety procedures and taking corrective action when necessary to maintain compliance, safety and security.Operates in a 24/7 mission-critical setting with rotating shifts, including nights, weekends, and holidays.Performs duties that require prolonged standing, walking, pushing, lifting, and working in physically demanding conditions.Engages with US military, Host Nation locals, NATO partners and distinct customers across all areas of Air Terminal Ground Handling Services (ATGHS), maintaining a professional and respectful demeanor at all times. 

Who You Are

Required Qualifications  

Must have computer skills and be able to operate a variety of computer programs.Must be able to speak, read and write English fluentlyMust maintain a valid driver’s license from their home country with validity for 12 months from on-site employment dateMust maintain a valid passport from their home country with validity for 12 months from on-site employment date.  Passport must have a minimum of 6 blank pages prior to OCONUS mobilization. Must be CAC eligible and able to gain and maintain authorized entry onto US military installations.To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. Additional Required Qualifications 

Must be a U.S. Citizen (non-holder of Spanish residency).Minimum of six (6) years of extensive experience in air terminal operations management. Retired U.S. Military personnel with an AFSC of 2T2 are strongly preferred.Must have in-depth expertise of all aspects of air terminal and flight line operations and be able to perform duties independently without supervision.Must be proficient in GATES, GDSS2, SMS, FCG, and other relevant programs.Joint Inspector Qualification is highly valued.Special Handling and Signature Service experience is highly valued.Detail-oriented, highly motivated, and committed to delivering exceptional service and results.Native level of English comprehension, reading, and writing skills are required; Spanish proficiency is a plus.Ability to communicate effectively and confidently in English with U.S. Military, NATO partners, leadership, and team members.Must be capable of working with a local national workforce and have an understanding of local labor laws.Ability to positively influence personnel and foster a productive, team-oriented work environment.Must be able to adapt to dynamic mission requirements and changing schedules in a high-tempo operational environment.Must possess and maintain a valid driver’s license.Must obtain and maintain an Airfield Vehicle Operator’s Course (AVOC) license to operate on the flight line.Must successfully complete a favorable background check.Must maintain a valid passport for travel as required.Must obtain and maintain a SECRET security clearance.
