**Job Description**
**Position Title:** E&I Specialist or Senior E&I Specialist (DOT-PHMSA)

**Position Purpose:**
Develops electrical and instrumentation project scopes of work, cost estimates, and designs resulting in the development of new or refined equipment, configurations, programs, or methods. Provide project management for project installations. Provide technical assistance on assigned projects and plant operating and maintenance problems.
**Essential Functions:**
+ Develop scopes of work, preliminary and final electrical research, design packages, cost estimates, specifications, engineering and construction schedules, and project justifications for large, complex projects. The typical work requirements may involve a variety of complex features such as conflicting design requirements, unsuitability of conventional equipment, and difficult coordination requirements. Assignments are usually broad in nature, requiring appreciable originality and ingenuity.
+ Follow plant, industrial, and regulatory standards to perform detailed engineering, design, and drafting including sketches, drawings, bills of material, estimates and specifications.
+ Design and troubleshoot medium voltage switchgear DC control circuits, communication networks and protocols, substation design, HVAC, power monitoring, synchronous motors and exciters, safety systems, compressor surge and performance controls, electronic governors, and relay coordination,
+ Perform calculations supporting designs noted above, including per-unit power calculations, substation design calculations, heat load calculations, safety integrity level assessment calculations, compressor performance curve surge line calculations, equipment sizing and interrupting capacity calculations, and relay coordination, load flow, and short circuit studies.
+ Configuration of instrumentation and equipment, including variable speed drives and electronic protective relays.
+ Coordinate engineering development, design, and construction with other departments and construction contractors.
+ Completes project justifications and acts as the construction coordinator for large and complex projects. Responsible for coordinating engineering, procurement, and construction progress, and monitoring costs and job progress to ensure that the work is accomplished within budget and on schedule.
+ Verify design compliance, assisting with testing, checkout, commissioning, and operational performance of assigned projects.
+ Produce as-built documentation of electrical and instrument system design status via the appropriate documenting system.
+ Oversees contract engineering work, including acting as project manager for the electrical and instrument portions of large and complex projects, and the project manager for entire smaller scale projects.
+ Provide technical assistance to Process Operations and Maintenance by reporting on assigned electrical and instrument failures, including making recommendations for improvements.
+ Apply knowledge of electrical, instrument, and control equipment and its operations within the plant, including knowledge of the process in most plant areas. Often consulted on electrical, instrument, and control issues pertaining to equipment plant-wide.
+ Organize and attending kick-off and project meetings, planning meetings, and working as a team member throughout the facility.
+ Complete excavation permits and Management of Change tasks as assigned.
+ Prepare engineering time estimates and project planning documents to assist with facility work planning.
**Qualifications:**
**Electrical Instrumentation Specialist:**
+ Associate degree in an electrical, electronic, or instrumentation technology related field; and
+ Eight years of electrical maintenance experience in an industrial setting.
**Electrical Instrumentation Specialist Sr:**
+ Associates degree in an electrical, electronic, or instrumentation technology related field; and
+ Twelve years of relevant electrical maintenance experience in an industrial setting.
**Other Requirements:**
+ Advanced knowledge of electrical and instrumentation concepts, ability to read and interpret plant process and instrumentation diagrams, single line diagrams, instrumentation loop sheets, wiring and interconnection diagrams and elementary diagrams.
+ Knowledge National Electric Code and hazardous area design requirements
+ Experience with Computerized Maintenance Management System (CMMS) software and records management systems.
+ A valid driver’s license. This is a Department of Transportation (DOT) (PHMSA) qualified position.

**Typical Physical/Mental/Environmental Demands:**
Requires constant hand coordination; frequent sitting, standing, walking, use of computer/keyboard, and climbing stairs and ladders; occasional bending, low level and elevated activity, lifting and carrying up to 50 pounds, hand grip up to 25 pounds, reaching above and below shoulder level, crawling, use of tools, foot controls, and turning of valves. Requires finger dexterity, ability to perform close work, binocular vision, color vision, hearing, and the ability to speak. Requires the ability to analyze data, conduct research, implement recommendations, develop plans and goals, present information to others, and work under pressure of time constraints. Over 80 percent of the day is spent in an office environment. Exposed occasionally to dirt, dust, chemicals, extreme heat and cold, vibration, noise, poor ventilation, electrical risks, confined areas, and working at heights up to 150 feet. Incumbents are required to wear dust masks, respirators, and full face Scott Air Paks when necessary. Must have the ability to analyze data and reports, implement recommendations, and follow verbal and written instructions. Must be able to communicate effectively with others and present information in a clear, concise manner. Must be able to operate a motor vehicle.
