The Commonwealth is seeking an experienced E-Procurement System Design and Administration Specialist to serve as the lead analytics and reporting analyst for COMMBUYS-CLM, the state’s web-enabled purchasing, procurement, and contract lifecycle management system. This position will primarily play a key role in the design, implementation, and administration of a new e-procurement system to replace the current platform by 2028. The successful candidate will leverage their deep knowledge of Commonwealth procurement processes, business operations, and technical systems to lead this critical initiative.
Key Responsibilities
Analyze and thoroughly familiarize with current procurement processes to support the eventual design and implementation of a new e-procurement system set to replace the existing platform by 2028. Translate business requirements into a scalable and robust solution for the new procurement platform, ensuring alignment with Commonwealth procurement, fiscal, and regulatory policies and lead the transition to the new e-procurement system, ensuring seamless integration with existing systems and processes.Serve as the lead analytics and reporting specialist for the COMMBUYS-CLM system, responding to data inquiries from internal and external stakeholders and manage application access and ensure compliance with privacy guidelines, including adherence to PII regulations. Develop a deep understanding of the Commonwealth's procurement and business processes and how COMMBUYS-CLM data supports analysis and reporting.Collaborate with business units and vendors to develop new features for COMMBUYS-CLM, facilitating system improvements that align with business needs. Provide data for analytics and reporting to support decision-making in procurement and contract management processes.Collaborate with teams across procurement, finance, IT, and other stakeholders to deliver an optimized and sustainable e-procurement solution. Take initiative to contribute to the team’s efforts on various projects and ensure successful outcomes through strong project management, communication, and relationship-building skills.Qualifications:
Bachelor’s degree in data science, Information Management, Business Analytics, or a related field; a master’s degree is preferred.3-5 years of proven experience in procurement systems administration, analytics, and implementing enterprise procurement systems or other large-scale enterprise software solutions.Strong knowledge of procurement policies, fiscal processes, and regulatory requirements and ability to translate complex business requirements into technical specifications and system features and familiarity with PII compliance and data privacy regulations.Excellent project management and organizational skills with the ability to handle multiple projects simultaneously. Identify gaps or inefficiencies in data management processes and develop solutions. Drive the completion of tasks related to data flow, data mapping, and ensuring data quality, with urgency to meet project deadlines.Strong analytical skills, with experience in data reporting, business process optimization, and performance measurement and navigate the complexities of data systems and governance frameworks, making informed decisions on data structure, validation, and governance even with incomplete information.Clearly convey data governance principles, policies, and the importance of data quality to various stakeholders, tailoring communication to different teams, whether technical or non-technical.Proficiency in data analysis tools such as Excel, Qlik, Power BI, Tableau, or similar platforms and drive the completion of tasks related to data flow, data mapping, and ensuring data quality, with urgency to meet project deadlines.Knowledge of e-procurement trends and technologies and experience working with public sector procurement systems is a plusThe Operational Services Division values staff diversity and contributions to an inclusive working and learning environment.
