In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including childcare and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024. _***_ _Hybrid option is_ _available_ _.***_ Under limited supervision, this position exists to provide technical support and guidance to the users of the Minnesota Department of Children, Youth and Family’s Early Learning Scholarship Administration System (ELSA), a complex web-based data and payment application system built on a relational database. This position will support the user experience of other systems used for the Early Learning Scholarship program, including but not limited to the online scholarship application and administrative system built in Salesforce, and support transition to any future systems. This position provides leadership for continuous quality improvement for the scholarship program, is the primary contact and coordinator for scholarship data requests, and will support provision of data for compliance, tracking, and results driven accountability needs related to the scholarship program. Additionally, this position provides consultation and professional advice to educational personnel, institutions, organizations and policymakers centered on the Early Learning Scholarships Program, with specialization in managing program data and guiding implementation and policy as it intersects other Early Learning education programs. Responsibilities include: + Managing the user experience and daily operations of the Early Learning Scholarship Administration System (ELSA), serving as the primary contact for Area Administrators, school districts, charter schools and childcare programs to problem solve around data issues, address timeliness of data submission and data quality. + Collaborating with the rest of the Early Learning Scholarships Program team, co-leading continuous improvement of program policy and implementation in coordination with other data leads in the Division, Data Analytics Division, OHE and DHS, by supporting data analysis, evaluation and research related to early childhood financing and program participation, to support the unit and Division in meeting its objectives and mission. + Providing program expertise for Product Experience Team Cases for the On-line Scholarship Application and Administrative hub. + Coordinate temporary projects, committees, or working groups, short and long term, as directed by supervisor and division director. + Providing representation and support work as a member of the Early Learning Services Division as needed. **Minimum Qualifications** Three (3) years of professional experience with Data Systems that demonstrates the following: + Experience with providing user experience and technical support in a variety of formats (phone call, email, self-service portal, etc.) + Experience with data collection, analysis, and/or reporting including but not limited to, using data visualization tools. + Experience using a variety of technology software and platforms, and demonstrated proficiency with Microsoft Excel **Preferred Qualifications** + Experience with using the Early Learning Scholarship Administration System (ELSA) or similar public sector systems + Experience with user research and data analytics to understand user experience for improving systems to support continuous quality improvement of programs + Strong written communication skills, demonstrating an ability to provide technical information to multiple audiences, inclusive of data and data visualizations. + Advanced user experience and technical support working effectively with others from different backgrounds and cultures. **Additional Requirements** REFERENCE/BACKGROUND CHECKS – DCYF will conduct reference checks to verify job-related credentials and a criminal background check prior to appointment.
