Core Responsibilities: As the ECCP® Program Specialist, your primary responsibilities will be to support and execute the planning, coordination, and implementation of the Early Childhood Consultation Partnership (ECCP®) program in Maine. You will be responsible for quality and fidelity reviews of the evidence-based Maine ECCP® program. You will deliver data-driven technical assistance to ECCP® consultants to ensure accurate and timely program data entry using the ECCP® Information System (EIS). You will monitor contractor and subcontractor compliance with associated state contracts. You will develop and implement engaging outreach content for the program, including infographics, webinars, presentations, and flyers. You will conduct presentations and disseminate materials on the program to a variety of audiences to ensure a steady flow of program referrals. You will make recommendations to management on new and revised laws, rules, regulations, policies and procedures to improve program performance and quality. You will become CLASS® tool certified and conduct CLASS® assessments as needed to support ECCP® program operations. This position will also: • Support coordination of logistics and operations of the ECCP® program statewide in order to ensure access to services and quality service delivery. • Coordinate and implement statewide outreach to a variety of audiences about children’s social-emotional development early childhood mental health, and the ECCP® program. • Review and analyze specific ECCP® program policies, procedures, rules, regulations, and activities and make recommendations to improve administrative and operational workflows. • Review data and evaluation reports and make policy and program recommendations. • Monitors and reports on staff performance to ensure adherence to established ECCP® model fidelity, policies and quality standards. • Prepare reports and presentations regarding program performance and operations. • Provide training and technical assistance to ECCP® consultants as needed regarding program standards and effective delivery of services. Skills and Knowledge: • Strong understanding of early childhood mental health, early care and education systems, including relevant laws, regulations, and community resources. • Ability to establish and maintain professional relationships, coordinate inter-agency services, and advocate for resources. • Experience in identifying and addressing program deficiencies, developing program goals, and implementing improvements. • Skilled in delivering training, presentations, and orientation programs. • Effective communication skills, including the ability to represent the department, write clearly, and utilize applicable computer programs. Minimum Qualifications: An eight (8) year combination of education and/or professional experience in social services or program management with experience in the early care and education system and/or children’s mental health system. The backgrounds of well-qualified candidates should demonstrate the following competencies: 1. A thorough knowledge of the early care and education system, children’s mental health system, and other child-serving systems. 2. Administrative skills, including development and implementation of workplans, quality assurance processes, and communication strategies. 3. The ability and motivation to effectively manage multiple short- and long-term projects. 4. Experience and ability to facilitate meetings, conduct training, and interface with various stakeholders. 5. A knowledge of program oversight including quality assurance and quality improvement.
