Summary LOCATION: This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Center for Tobacco Products (CTP), Office of Regulations (OR) in Silver Spring, Maryland. The incumbent is responsible to assist in conducting economic reviews of tobacco product regulations and policy. Additional selections may be made from this vacancy, within the same geographical area. Responsibilities Assists in conducting or contributes to economic reviews of tobacco product regulations and policy initiatives in collaboration with multidisciplinary professionals within CTP and FDA. Assists with or participates in coordination, development, possible drafting, and review of regulatory impact analyses (RIAs). Assists with each step of the regulatory impact analysis process or research questions in relation to an assigned area of investigation, including benefit-cost and risk analyses. Assists in performing other analytical work related to the planning, development, organization, and administration, and economic analyses. Compiles, analyzes, and provides written and oral reports of data to explain trends in the tobacco industry; monitors trends, changing business practices, and any economic or industry developments affecting CTP, FDA, or HHS. Presenting findings, sometimes, including recommendations for action to affect related economic conditions. Requirements Conditions of Employment Qualifications Applicants must meet the following eligibility requirements to participate in this Recent Graduate Program: A. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or qualifying certificate from an accredited educational institution within the 2 years preceding the closing date of this announcement. -OR- B. Released or discharged from active duty within the previous two years by 01/17/2025, where as a veteran who, due to a military service obligation, was precluded from applying to the Recent Graduate Program during any portion of the 2-year eligibility period following completion of degree or certificate requirements, are entitled to a full 2-year period of eligibility upon release or discharge from active duty. In no event, however, may the eligibility period extend beyond 6 years from the date on which the preference eligible veteran completed the requirements of the degree or certificate. -OR- C. Individuals who are expected to graduate with a qualifying Associate's, Bachelor's, Master's, Doctorate, professional, vocational or technical degree or certificate program by the closing date of this announcement. Current students must meet all eligibility and qualification requirements before a final offer can be made. In addition to the eligibility requirements for the Pathways Recent Graduate Program, you must also meet the following Individual Occupational Requirements listed below by 01/17/2025 in order to qualify for the Economist, 0110, at GS - 9/11. EDUCATION STATEMENT - Individual Occupational Requirement: This position has an education requirement. You must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement. Applicants must have successfully completed one of the following (A or B): A. Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. -OR- B. Combination of education and experience -- courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the Individual Occupational Requirements above, you must also meet the OPM Qualification Requirements listed below by 01/17/2025 in order to qualify for the Economist, 0110, at GS - 9/11. For GS-9: A. Applicants must have at least one full year of specialized experience, equivalent to the GS-07 grade level in the Federal service which includes experience applying the methods and principles of economics and their application to research projects; and/or gathering, analyzing and interpreting data in support of economic reviews. -OR- B. Applicants have completed a Master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D. that is related to the position to be filled which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. -OR- C. Applicants have a combination of specialized experience as described in "A" above and graduate education as described in "B" above. To combine education and experience, determine the applicant's total qualifying experience as a percentage of the experience required for the grade level. Then determine the applicant's education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to quality. For GS-11: A. Applicants must have at least one full year of specialized experience, equivalent to the GS-09 grade level in the Federal service which includes experience applying the methods and principles of economics and their application to research projects; gathering, analyzing and interpreting data in support of economic reviews; and/or developing and presenting statistical information. -OR- B. Applicants have completed three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that is related to the position to be filled which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. -OR- C. Applicants have a combination of specialized experience as described in "A" above and graduate education as described in "B" above. To combine education and experience, determine the applicant's total qualifying experience as a percentage of the experience required for the grade level. Then determine the applicant's education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to quality. Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study.
