Summary This position is in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the Assistant Secretary for Planning and Evaluation (ASPE) located in Washington, District of Columbia. Responsibilities Directs economic and policy analyses to understand the needs and preferences of beneficiaries, clients, patients, and providers to inform policy development and support optimized service delivery of HHS programs. Conducts studies for policymaker consideration, beneficiary/client/patient satisfaction with services, and the overall quality and performance of health and human services programs. Maintains knowledge of research and evidence-based practices related to HHS programs and related systems and initiatives across all levels of government. Develops written materials to summarize the existing evidence base and findings of newly implemented research and includes policy recommendations based on such research. Serves as an Assistant Contracting Officers Technical Representative (ACOTR), Contracting Officers Technical Representative (COTR), or Government Task Lead (GTL) for projects which utilize contractor support. Requirements Conditions of Employment Qualifications You must demonstrate you meet the Basic AND Specialized Experience requirements as noted below. Basic Requirement: You must meet one of the items listed below (A or B): A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Specialized Experience, GS-14 You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Leading research, evaluation, and economic policy analysis teams related to health or human services. Communicating the results of health or human/services research by preparing memoranda or reports for officials/clients/sponsors or to audiences at conferences or workshops. Presenting the results of economic analysis of healthcare, behavioral health, human/social services, or science to internal and external technical and nontechnical audiences. Developing and leading research and/or evaluation projects related to understanding the economic outcomes of health or human services programs or policies and the impact of such programs and policies on the beneficiaries of such programs or policies.
