Education and Workforce Evaluation Specialist Consultant, PIMMELA

Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission’s staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting; and monitoring and evaluation of the health portfolio.

Position Summary:

The Education and Workforce Evaluation Specialist Consultant will be responsible for providing support and assistance to the Evaluation Team Leader in overseeing all aspects of the evaluation, contributing to tasks including, but not limited to evaluation planning, fieldwork analysis, and writing. The Consultant will ensure the completion of deliverables in a timely manner and in the form and substance acceptable to USAID. The evaluation aims to achieve four main objectives. First, it will assess the project’s contribution to its intended results, particularly in strengthening systems at both national and local levels to enhance education, training, employment, and livelihood outcomes for out-of-school youth. Second, the evaluation will examine the effectiveness of the project’s development approach and its potential for achieving sustainable results. Third, it will identify operational challenges and constraints encountered during the implementation of Opportunity 2.0 and evaluate their impact on outcomes and sustainability prospects. Lastly, the evaluation will extract key lessons learned, successful models, and innovations that can inform future USAID programming.

 

Responsibilities:

Provide support and assistance to the Evaluation Team Leader in overseeing all aspects of the evaluation.  Provide support in the preparation of the evaluation data collection tools such as questionnaires, and maintenance of organized evaluation files. Provide support in the briefing on the final evaluation work plan before field work and in the provision of interim briefings during fieldwork. Help the Team Leader implement evaluation activities such as desk reviews and key informant interviews (KIIs). Assist in the triangulated analysis of internal and external quantitative and qualitative data/information with those from the field including stakeholders and beneficiaries. Assist the Evaluation Team Leader in ensuring the accuracy, consistency, and completeness of data and information received. Assist in the preparation of the presentation of initial evaluation findings, conclusions, and recommendations in debriefings with USAID and the implementing partner.  Assist in the preparation of the first draft of the evaluation report containing the findings, conclusions, and recommendations. Revise and resubmit the final report on the designated deadline based on feedback received from USAID and PIMMELA. Assist in organizing a learning event/workshop with USAID Office of Education and Program Office, the Opportunity 2.0’s implementing partner and representatives from the groups who helped implement the activity.  

 

Qualifications:

Bachelor’s degree in education, social work, social sciences, or related discipline is required. Minimum eight years of experience in supporting evaluations, assessments and studies, including planning, fieldwork, analysis, and writing is required. Experience in youth programming in the Philippines is strongly preferred. Ability to write clear, concise, and complete message-driven reports of evaluations, assessments and research required. Professional written and verbal proficiency in English is required.
