DUTIES & RESPONSIBILITIES:
The mission of the Georgia Professional Standards Commission is to build the best prepared, best qualified, and most ethical workforce in the nation. The Georgia Professional Standards Commission sets and applies high standards for the preparation, certification, and continued licensing of Georgia public educators.
The Educator Preparation Division is committed to ensuring educator preparation programs prepare effective educators capable of meeting the needs of all Georgia learners. Primary responsibilities of the Division include establishing and enforcing standards and requirements for the preparation of teachers, service personnel and school administrators; providing outreach and assistance to ensure understanding of standards and requirements; reviewing, approving, and monitoring educator preparation providers (EPPs) and programs that prepare individuals for state educator certification; regularly monitoring, analyzing, and using program performance data to drive improvements to state policies, and EPP and program design and operation; and notifying the public about the approval and performance of EPPs and programs. Primary functions include policy development; outreach and technical assistance; and preparation provider and program review, approval, and monitoring. These functions are carried out by Educator Preparation staff in two departments: Non-Traditional Preparation and Traditional Preparation, as well as a Business Support Specialist, Research Analyst and Project Manager, and Division Director.
The Educator Preparation Research Analyst & Project Manager position is a non-supervisory role developed to address the evolving needs of the Division resulting from the implementation of a number of educator preparation and certification reforms. The individual in this role will report to the Division Director and work closely with Educator Preparation Division leaders, as well as other agency leaders to regularly compile, analyze, and interpret Preparation Program Effectiveness Measures (PPEMs) and other educator preparation, certification, and employment data; produce reports for staff, stakeholders, and the public; ensure various data sources are used regularly and appropriately to monitor the delivery and quality of Division or agency projects; to monitor the performance of educator preparation providers and programs; and to inform policy development or revisions. The individual selected for this position will be expected to quickly develop an understanding of the goals, projects, and operations of the Educator Preparation Division, as well as GaPSC databases and reporting systems and the data generated by each. Vital to the success of this position will be the ability to establish and implement routines for monitoring progress, successfully manage multiple responsibilities simultaneously, and the ability to establish and maintain positive working relationships with agency staff and stakeholders.
Responsibilities
1. Data Analysis, Interpretation, and Reporting
a) Compile and extract data from agency databases for the purpose of analysis using SQL
b) Clean and restructure complex data from multiple sources for the purpose of analysis using MS Excel, SPSS, and other tools
c) Regularly analyze and interpret educator preparation data to include educator preparation data; assessment data; educator employment data; approval process data; supply and demand data; and related certification and ethics data.
d) Develop visual representations, trends, and program-specific reports that drive policy decisions
e) Collaborate with other staff to design reports and dashboards for EPPs and the public, to be published in a variety of formats.
f) Collaborate with staff to design protocols and routines for in-depth data analysis and reporting for the purposes of improving state policy and implementation of policy in educator preparation programs.
g) Create data visualizations to be presented to internal and external audiences, conveying program enrollment and completion trends, program completer employment and retention rates, and vacancy rates
h) Occasionally present education data to non-technical audiences
i) Fulfill ad-hoc requests from stakeholders including other government agencies for data that GaPSC collects and maintains
j) Design and publish reports that tell the story of the Georgia teaching workforce pipeline for state-level decision-makers
k) Collect data internally for assessing Educator Preparation division effectiveness
2. Preparation Program Effectiveness Measures (PPEMs)
a) Annually calculate and validate Georgia’s data model for evaluating teacher preparation programs, the Preparation Program Effectiveness Measures (PPEMs)
b) Annually administer surveys of Georgia educator preparation program completers, inductees in the education workforce, and employers of inductees
c) In conjunction with IT staff, update and maintain data dashboards conveying program quality data for internal and public audiences
3. Project Management
Guide the Educator Preparation division project management process through the following:
a) Providing tools and resources to the Division Director and Program directors for setting strategic goals and tracking their completion
b) Managing the schedule of department “stocktake” meetings tracking progress toward strategic goals and projects
c) Guiding individual project owners in the creation of detailed plans to implement those projects, the setting of measures of success for each project, and the assessment of progress throughout project implementation
d) Collecting data and other evidence upon which projects will be evaluated
e) In department “stocktake” meetings, facilitating group discussion toward a shared understanding of success and clear next steps for each project
4. Other Responsibilities
The individual in this role may be asked to perform other duties including but not limited to:
a) Develop training materials related to/resulting from project plans, deliverables, outcomes, and related data;
b) Lead or support stakeholder advisory groups and task forces to share data and gather input on project quality, continuous improvement, and sustainability;
c) Participate in planning and implementation of division or agency-wide conferences, workshops, and/or training events;
d) Provide training to agency staff on data analysis, interpretation, and visual representation of data.
ENTRY QUALIFICATIONS:
High school diploma/GED with five (5) years of job-related experience in planning analysis, analyzing data, designing surveys, preparing and writing reports of findings or work related to the area of assignment; or two (2) years of experience required at the lower level Research Analyst 2 (EDP041) or position equivalent.
PREFERRED QUALIFICATIONS:
• Completion of a Master’s degree or Doctoral Degree (PhD or EdD) in data analytics, data science, educational statistics, research methods, or a related field and four years of work experience involving data analysis, research, or information management; or equivalent experience.
• Demonstrated expertise in statistical analysis or academic research.
• Work experience with a university department/school of education, state department of education, regional education service agency [RESA], or education-related organization.
• Knowledge of GaPSC policies related to the preparation and certification of educators.
• Familiarity with Georgia B/P-12 and or higher education policy.
• Competency in the technical tools of data analysis as demonstrated by:
· Familiarity and/or experience with SQL
· Familiarity and/or experience with SPSS, SAS, or an equivalent statistics and analytics software engine
· Familiarity and/or experience with PowerBI as a reporting and dashboarding tool.
• Competency in collaboration and leadership as demonstrated by the ability to work cooperatively with internal and external customers to achieve common goals.
• Competency in reasoning as demonstrated by:
• Ability to understand complex systems through knowledge, insight, and systematic analysis
• Ability to apply complicated sequences of rules to discern patterns, trends, and relationships and to draw conclusions

• Ability to explain technical subjects to a non-technical audience
• Ability to generate compelling written documents using correct grammar and spelling, vocabulary appropriate to the audience, and writing style appropriate to the nature of the communication
• Ability to speak in a compelling manner with correct grammar, word usage, tone, and inflection
• Ability to read, interpret and apply advanced written materials for practical business purposes (e.g., laws, regulations and policies).
• Competency in using technology as a strategic business solution as demonstrated by:
• Ability to develop and implement strategies to integrate technology into multiple business areas
• Proficient use of MS Word, Excel, Outlook, and PowerPoint
• Successful experience as a teleworker (remote worker)
• Telework-ready home environment (furniture, privacy, high-speed Internet connection, reliable WiFi)
