Scope of Work: Local Government Client is seeking at least one (1) highly skilled contractor who will fully oversee and implement the HHS transition from the current version of our lobby management system, QLESS Linebuster, to QLESS TEMPO with full integration with our Integrated Case Management System (eICM). The lobby management system will be fully rolled out at approximately seven locations. The contractor will ensure the complete documentation of user requirements, ensure successful adoption, and provide a comprehensive training plan for staff. The Contractor is expected to coordinate County department staff, State agencies, and other entities as required.
Project Scope
User Requirements Gathering: Engage Stakeholders: Conduct workshops, interviews, and surveys with key stakeholders (HHS staff, front desk, case management, IT, and executives) to gather functional and non-functional requirements. Document Requirements: Work with both the QLESS Vendor and eICM developers to define system features, user roles, data flows, and integration points between the Lobby Management System and eICM, ensuring both systems meet user needs and organizational goals. Approval: Finalize and approve the requirements before system design and development. Program Mapping: Create a graphical representation of services and customer journeys across each site proposed based on each location/site requirement. System Implementation: QLESS Installation: Work with the QLESS vendor to deploy visitor management software for check-ins, and other social service needs across HHS. eICM Integration: work with eICM developer and QLESS vendor to integrate both systems for case-specific visitor management, ensuring real-time data sharing. Hardware Setup: work with HHS IT and facilities to coordinate the installation of all necessary infrastructure, including monitors and kiosks. Asset Management: Label/Tag and provide documentation of all QLESS equipment installation lifecycle management needs to HHS IT. QLESS Management Protocol: Work with QLESS vendor and HHS IT to create a management Service Level Agreement after implementation. Project Management: Provide Gantt charts to track project tasks, milestones, and dependencies tracking. Provide weekly/bi-weekly reports and monthly reviews for senior management, ensuring alignment with timelines and progress. Training Plan: Work with HHS IT training staff to meet the criteria below: Audience: HHS staff, front desk, case managers, IT, and executives. Delivery Methods: Instructor-led training, e-learning, hands-on support, and webinars. Training Content: System functionalities, visitor management, case-specific processes, troubleshooting, and maintenance. Schedule: Training begins 2-3 weeks before go-live, with continuous support during and post-deployment. Timeline Components: Pre-Go-Live: Requirements gathering and initial training (exact TBD). Go-Live Support: On-the-job training and system assistance (exact TBD). Ongoing Refresher Training: Monthly follow-ups after deployment. Risk Management and Monitoring: Identify and mitigate potential risks (e.g., integration issues, security gaps). Monitor system adoption through user feedback, training success, and system usage metrics. Outcome: A well-implemented and user-centric LMS-CMS system, designed to meet user needs,
with trained staff for effective system adoption and long-term success.

Required Technical Skills & Hands-on experience:
Minimum Skill Set At least 6 years of prior project/program management experience. Prior experience with Change Management and Configuration Management processes. Project Management Institute Project Management Professional or other industry recognized Project Management certification. Excellent oral and written communication skills as evidenced by prior experience in the development of reports or presentations to Executive Leadership Experience managing diverse teams and stakeholders Preferred Skill Set Experience with government, health, and human services programs, organizations, and information systems Knowledge of Electronic Health Record systems Knowledge of Case Management system Education BS or BA degree preferably in a technical field. Master's degree preferred.
