The Elderly Waiver Clinical Policy Specialist will coordinate all legislative, policy, service delivery, evaluation, and compliance activities from a perspective of clinical expertise of older adults with complex health needs that make it difficult to meet their long-term service and support (LTSS) needs. Responsibilities include:
+ Manage an outside contractor that will study existing HCBS systems for older adults and evaluate options to support service coordination for older adults with high support needs that cannot be addressed by service or individual participant budget limitations under the Elderly Waiver
+ Use results of the study to determine programmatic changes for Elderly Waiver for older adults with complex health and behavioral needs that make it difficult to access long-term service and supports (LTSS) in the community
+ Develop a new budget and rate exception process for individuals who are discharging from an acute care hospital and require a budget or rate exception through the Elderly Waiver program due to needing a high level of support needed in a community or residential setting
+ Provide consultation to lead agencies, acute care hospitals and residential service providers to ensure the older adult with high support needs can be appropriately served
**Minimum Qualifications**
3 years professional experience providing complex clinical and/or behavioral health supports for older adults. Experience must demonstrate the following:
+ Experience with and knowledge of MnCHOICES assessment and support planning process
+ Accounting practices sufficient to apply the principles of financing, accounting, and budget
+ Comprehensive understanding of Medicare and Medicaid policy and benefits for older adults and dual eligible older adults particularly those in receipt of EW services and Medicare
+ Comprehensive understanding of Home and Community Based services for older adults
Bachelor’s Degree in Human Services, Public Policy, Social Work or related field may substitute for 1 year of experience OR Master’s degree in Human Services, Public Policy, Social Work or related field may substitute for 2 years of experience
**Preferred Qualifications**
+ Experience with grants and/or contract management
+ Excellent communication skills, verbal and written, including powers of persuasion/influence and negotiation, to work with others during times of conflict/mediation and testify at the legislature and communicate with lobbyists.
+ Mediation skills sufficient to facilitate and resolve disputes.
+ Proficient in identifying and appropriately matching community resources to individuals with significant clinical and behavioral health needs.
+ Organize and manage a broad spectrum of internal and external constituencies while addressing complex long term care program policies and maintaining budgetary goals. Work in a rapidly changing policy environment and shift priorities to meet management goals.
+ Variety of experiences working effectively with others from different backgrounds and/or cultures
