The primary purpose of this position is to provide continuous technical expertise to operate, repair, troubleshoot, calibrate, test and install a variety of unique electronic systems. Responsibilities - Installs. repairs, inspects. troubleshoots. overhauls, rebuilds. modifies. fabricates, tests, adjusts. aligns and maintains complex broadcast television studio equipment. - Operates, installs, repairs, inspects, troubleshoots, overhauls, rebuilds, modifies, tests, adjusts and aligns, fabricates, designs/devises and maintains complex broadcast television Electronic Field Production (EFP) and Electronic News Gathering (ENG) equipment. - Installs, removes, repairs, inspects, troubleshoots, overhauls, rebuilds, modifies, tests, adjusts and aligns, fabricates. designs/devises and maintains complex duplication systems. - Operates, installs, removes. repairs, inspects, troubleshoots, overhauls, rebuilds, modifies, tests, adjusts, aligns, fabricates, designs/devises, and maintains complex fiber optic systems. - Performs administrative duties related to duties as an electronic equipment maker, installer and repairer. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-2600, Electronic Equipment Installation and Maintenance Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of an Electronic Equipment Maker, Installer, and Repairer without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of electronics and electrical theo1y to complete repairs on a variety of complex electronics and electrical equipment. Ability to maintain and repair analog, digital, and high-definition TV studio, ENG, and production equipment to the component level. 2. Knowledge of Broadcast TV Studio and Control Room operating principals. Skill and demonstrated working knowledge of a wide range of complex analog, digital, and high-definition television systems, including video switchers, audio equipment, character generators, videotape recorders, professional disc recorders, solid state recorders, studio cameras and associated technical systems. 3. Skill and thorough knowledge as videotape operator/editor with analog, digital, and high-definition video/audio duplication systems in various formats. Must have experience with NTSC, PAL and SECAM broadcast standards and video compression techniques and procedures to be able to create/produce multiple, technically correct, duplications of programs in these standards. Skill and thorough knowledge required to install. program, and maintain non-linear editing suites and data storage systems. graphics computer systems and routing systems to route various feeds to playback and recording systems. 4. Skill interpreting technical specifications, mechanical and electrical blueprints. schematics. and engineering drawings in planning and laying out, installing, removal, inspection, repair, overhaul, rebuilding, modification, testing, adjustments and alignments. Skill in using test equipment such as, but not limited to: analog/digital multi-meters, oscilloscopes, RF signal generators, spectrum analyzers, RF analog/digital power meter, specialized audio and video test equipment, automatic RF test equipment, mechanical measuring instruments, hand and power (mechanical and electronic) tools, soldering devices, vectorscope, waveform monitor. 5. Ability to work independently and efficiently to ensure completion of top quality live and post-production projects under stressful, rapidly changing condition situations to meet mission deadlines. Ability to instruct on various analog, digital, and high-definition TV production equipment to include basic operation, maintenance and up-keep. 6. Ability to communicate orally, in writing and by computer as required for maintenance and operations reports, accessing studio databases and for general correspondence via email. PHYSICAL EFFORT: Work requires sitting, standing, stooping, crawling, bending, crouching, reaching, and working in cramped and awkward positions for short periods of time. Items frequently handled usually weigh less than 40 pounds, but occasionally may weigh in excess of 40 pounds. Working on a ladder above the head may be required using hand and powered tools. Must not have a fear of height or confined spaces. Must be able to distinguish colors and shades of colors to distinguish color codes. WORKING CONDITIONS: Work is usually accomplished inside well ventilated, lighted and heated areas. Work outside and under poor weather conditions may be required. Work may be accomplished throughout the NCR. Worker may be exposed to cuts and bruises from use of hand tools. burns from soldering irons and hot circuit components. and electrical shock. Safety equipment includes safety shoes, glasses, gloves, hard hats. respirators and other equipment as conditions require. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
