Position summary:
Administer web-based software systems that support regulatory and accounting requirements for the electric transmission system. Ensure compliance with Open Access Transmission Tariff, including management of transmission service agreements, and management and maintenance of the Open Access Same-time Information System (OASIS). Complete monthly transmission meter checkouts, billing, and reporting. Provide strong customer service to internal and external customers.
Pay Range:$84,600 - $126,900 (This posting includes the full pay range for this position. Pay is based on a number of factors and may vary depending on job-related knowledge, skills, experience, and internal equity.)

Essential Functions:
• Manage, maintain, and configure the Open Access Same-time Information System (OASIS), webOASIS, webTrans, Etag, PowerOptix and related systems to ensure accuracy of data, formulas, data transfers, and system functionality. Improve and adjust configuration, create displays for operational and business needs, and coordinate with software vendors for system upgrades and patches.
• Monitor approvals and denials of transmission schedules, and ensure accuracy of loads, generation output and proper calculation of Available Transfer Capacity (ATC).
• Manage transmission service agreements and coordinate associated engineering studies related to new transmission service and load requests.
• Complete monthly transmission checkouts, billing, and reporting.
• Maintain compliance with Federal Energy Regulatory Commission (“FERC”), Western Energy Coordination Council (“WECC”), and North American Electric Reliability Corporation (“NERC”) regulatory requirements.
• Conduct training and provide operational support to System Operators and Generation Dispatch and Power Marketing for load calculations, transmission scheduling, metering checkouts, OASIS and related systems.
• Provide customer service to transmission customers and support transmission service scheduling and related issues.
Additional Responsibilities:
• Actively participate in industry groups and forums related to FERC OASIS and transmission and scheduling compliance, including but not limited to WECC committees and subgroups.
• Monitor and maintain knowledge of FERC, NERC, NAESB, and other regulatory requirements and standards relevant to OASIS and related systems.
• Represent Black Hills Corporation on OATI wesTTrans Management Committee.
What Is Required:
• Bachelor of Science degree in Engineering, Business, Accounting, Software Applications or related technical field or equivalent combination of education and experience
• Minimum of 3 years of electric system operations experience required. This may include transmission and distribution system operations, transmission planning, transmission scheduling, energy marketing, generation dispatch.
What Is Desired:
• Knowledge of electrical operations, transmission operations and planning, generation and load balance.
• Knowledge of wholesale electric energy and transmission transactions.
• Working knowledge of FERC, NAESB and other regulatory requirements for wholesale electric energy and transmission transactions.
• Knowledge of web-based software systems to support configurations, monitor data and formulas, support system upgrades and relational databases.
• Strong organizational skills with high attention to detail.
• Excellent verbal and written communication skills.
• Ability to work under the stress of real-time electric system operations while maintaining professionalism and tact.
• Ability to develop and maintain strong working relationships with a diverse set of individuals.
• Excellent customer relation skills.
• Ability to work effectively in a team environment.
• Ability to thrive in an environment of continuous change.
• Proficiency in computer applications including Word, Excel, PowerPoint, and PowerBI.
