**Job Description**
**Position Title:** Electrical, Instrument and Control Systems Engineer I - III (Chemical and Fertilizer Complex)

**Position Purpose:**
This position provides technical assistance on electrical, instrumentation, and control (E/I&C) equipment to reduce production losses from equipment failures, and to ensure safe and compliant operation of the Synfuels plant. This is accomplished by maintaining technical competence regarding the theory, design, and application of electrical, instrumentation, and control equipment, managing and interfacing with Maintenance regarding preventive maintenance (PM) and predictive maintenance (PdM) techniques, and troubleshooting electrical, instrumentation, and control equipment to develop reliable, cost-effective solutions.
**Essential Functions:**
+ Assist in developing scopes of work, preliminary and final electrical engineering research, design, and engineering packages, cost estimates, specifications, engineering and construction schedules, and project justifications.
+ Assess feasibility, estimate, design, test, schedule, and implement electrical, instrument, and control system projects to enable plant operations personnel to achieve optimum plant production.
+ Troubleshoot and analyze electrical, instrumentation, and control issues and provide recommendations for corrective actions.
+ Assist in specifying new equipment and maintaining equipment and component standardization.
+ Participate in the checkout/acceptance testing and commissioning of new installations.
+ Ensure equipment spare parts are optimized on critical equipment by reviewing min/max inventory levels, determining recommended suppliers, and facilitating billing of material (BOM) revisions.
+ Create as-built documentation of electrical, instrument, and control systems.
+ Provide technical assistance and input in the development of electrical and instrument procedures and standards.
+ Support the development of asset management plans and other reliability improvement efforts.
+ Provide technical support to Process Operations, Planning, and Maintenance in equipment repairs, replacements, substitutions, and upgrades.
+ Maintain work area in a neat, orderly, and efficient manner.
**Qualifications:**
**Electrical Instrument Control Systems Engineer I:**
+ Four-year degree from an Engineering Accreditation Commission/Accreditation Board for Engineering and Technology (EAC/ABET) accredited electrical or electronics engineering program.
+ Knowledge of electrical, instrumentation and control concepts, engineering analysis and design techniques, troubleshooting and problem-solving skills and the ability to read and interpret electrical, instrument and control diagrams.
**Electrical Instrument Control Systems Engineer II:**
+ Four-year degree in Electrical or Electronics Engineering from an Engineering Accreditation Commission/Accreditation Board for Engineering and Technology (EAC/ABET) accredited engineering program.
+ Three years of related electrical instrument, and control systems engineering experience.
+ Knowledge of plant electrical, instrumentation, and control concepts; the ability to read and interpret plant process and instrumentation diagrams, single line diagrams, instrumentation loop sheets, wiring, and interconnection diagrams, instrument spec. sheets, and E/I&C predictive and preventive maintenance techniques.
+ Knowledge with the application of the National Electric Code and other appropriate standards.
**Electrical Instrument Control Systems Engineer III:**
+ Four-year degree in Electrical or Electronics Engineering from an Engineering Accreditation Commission/Accreditation Board for Engineering and Technology (EAC/ABET) accredited engineering program.
+ Six years of related electrical instrument, and control systems engineering experience.
+ Experienced with complex analytical instrumentation, including CEM equipment, mass spectrometers or gas chromatographs.
+ Proficient with the MOC procedure and software.
+ Proficient with medium voltage switchgear DC control circuits, communication networks and protocols, power conditioning, medium voltage transformer specification, cathodic protection, substation design, HVAC, power monitoring, synchronous motors and exciters, safety systems, compressor surge and performance controls, electronic governors, radio communications, relay coordination, load flow, and short circuit studies.
+ Proficient with hazardous area design requirements, including explosion proof equipment, non-incentive and intrinsically safe equipment, T- ratings, and purged equipment.
**Other Requirements:**
+ Good verbal and written communication skills.
+ Proficient with personal computers and Microsoft Word, Excel, and Outlook.
+ A valid driver’s license. This is a Department of Transportation (DOT) (PHMSA) qualified position.

**Typical Physical/Mental/Environmental Demands:**
Requires constant hand coordination; frequent sitting, standing, walking, use of a computer/keyboard, and climbing stairs and ladders; occasional bending, low-level and elevated activity, lifting/carrying up to 50 pounds, hand grip up to 25 pounds, reaching above and below shoulder level, crawling, use of tools, foot controls, and turning of valves. Requires finger dexterity, ability to perform close work, good color vision, hearing, and the ability to exchange accurate information. This position requires the ability to analyze data, conduct research, implement recommendations, develop plans and goals, present information to others, and work under pressure of time constraints. Over 80 percent of the day is spent in an office environment. Exposed occasionally to dirt, dust, chemicals, extreme heat and cold, vibration, noise, poor ventilation, electrical risks, confined areas, and working at heights up to 150 feet. Incumbents are required to wear dust masks, respirators, and full-face Scott Air Paks when necessary. Travel is required to meet with vendors and for training.
