Position Summary 

ISI is seeking a Construction Manager, with an expertise in electrical systems, to support the VA’s Electronic Health Record Modernization (EHRM) infrastructure upgrades at the Wilmington, DE Veterans Affairs Medical Center. This position provides full-time onsite technical support and owner's representative construction management services during the planning, design, construction, commissioning, and closeout phases. 

The CM will support government staff in overseeing the data cabling, data infrastructure, and electrical systems scope across the VAMC and its outlying facilities. This position requires a hands-on leader who can assess electrical construction quality, monitor schedules, guide issue resolution, and support the VA’s integrated project team. 

Candidates without a degree but with 15+ years of relevant experience managing electrical systems in healthcare or mission-critical environments are encouraged to apply. 

 Key Responsibilities 

Pre-Design / Design Phase 

Develop and maintain electrical-related input to the project scheduleCoordinate site studies, surveys, and feasibility reviewsSupport planning and value engineering effortsConduct constructability and phasing reviews, especially around medical operations

Construction Phase 

Oversee field installation of electrical systems to ensure compliance with codes, specs, and VA standardsMonitor the schedule and report on contractor progress and delaysAttend and contribute to progress meetings and milestone reviewsSupport VA in managing RFIs, submittals, change orders, and payment applicationsMonitor quality assurance and support third-party testing/commissioning teamsReview daily logs, contractor progress reports, and provide independent documentationMaintain “as-built” drawing markups and support punch list and closeout efforts

Commissioning & Issue Resolution 

Participate in systems testing and startupLead issue tracking and resolution coordinationCoordinate owner-furnished equipment delivery and installationDocument lessons learned and contribute to final project turnover packages

 Minimum Qualifications 

Bachelors of Science and 6 years of directly related electrical construction management experience15 years of directly related electrical construction management experienceProven knowledge of NEC, NFPA, and healthcare electrical system standardsAbility to professionally communicate with multidisciplinary teams and government clientsU.S. citizenshipAble to obtain a favorable National Agency Check (NACI).

Preferred Qualifications 

Bachelor’s degree in Electrical Engineering from an ABET-accredited institution and at least 6 years of experience in the design and/or construction of commercial or institutional electrical systemsProfessional Engineer (PE) license in any U.S. statePrior experience with VA, federal, or healthcare-related constructionExperience with fiber optic systems, emergency power, UPS, grounding, and critical redundancy systemsFamiliarity with VA Technical Information Library (TIL) requirementsPrevious EHRM or Data Center project involvement

 Work Schedule and Setting 

Full-time, onsite at the Wilmington, DE VA Medical CenterNormal hours are Monday–Friday, 8:00 AM–5:00 PM. Occasional off-hours work may be required to accommodate hospital operations including occasional night work requirements.
