ELECTRICAL ENGINEER-DIRECT HIRE AUTHORITY
Summary The Air Force offers qualified applicants opportunities to be hired for certain occupations covered by Direct Hire Authorities (DHA). DUTIES: Serve as an electrical engineering consultant on all design aspects of assigned projects. Review technical requirements and adequacy of design criteria including electrical power provided, lighting, and electrical distribution. Coordinate and communicate with multiple System Program Offices, Depot Field Teams, MAJCOM and installation level leadership and maintenance personnel to inform all aspects of ICBM electrical power system infrastructure sustainment, operations, and maintenance activities. Author and edit official Air Force technical data for ICBM electrical and other facility infrastructure to include system details and maintenance procedures. Responsible for the overall configuration control; new parts/equipment research and identification to sustain and upgrade launch, command & control, and test launch facilities and assess current/future system capabilities. Maintain and manage infrastructure engineering drawings and specifications library and data base. Contribute to current and future ICBM infrastructure policy and guidance development. SKILLS: At least 3 to 5 years of experience using principles of systems engineering or facilities engineering for electrical power systems design and/or electrical infrastructure sustainment is typically required to perform the role. Professional Engineer (PE) registration is highly desired. Knowledge of electrical system military standards and governing documents is desired. Demonstrated experience in working effectively with multiple levels within DoD from installation to Major Command (MAJCOM) is desired. Ability to communicate effectively and willingness to make presentations in small groups and technical interchange sessions is highly desired. A professional engineering degree at the bachelor's level from an ABET accredited institution is highly desired. To qualify as an engineer, employee must meet the education and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards, Group Coverage Qualification Standard for Professional and Scientific Positions: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf KNOWLEDGE, SKILLS AND ABILITIES: Professional knowledge of electrical engineering concepts, principles, practices, and extensive familiarity with other engineering disciplines and architecture; and knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to ensure work is in compliance with regulations and standards. Knowledge of standard contracting regulations, practices, and procedures; and work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; program planning and budgeting cycles, financial control, budget systems, and management; environmental principles, practices, procedures, laws, regulations, and current legislative issues. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions. Knowledge of budgeting, procurement, standard configuration and finding regulations, practices and processes related to system acquisition and sustainment management functions. Ability to plan, conduct, and record site/facility surveys and inspections. Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely, and economical solutions; plan and organize work and coordinate with other engineering discplines and architects; communicate effectively, both orally and in writing; and maintain good working relations. Education Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Additional Information The AFNWC/NIMH Branch designs, and/or reviews the designs of others, for sustainment and modifications of Real Property and Real Property Installed Equipment (RP/RPIE) and ICBM Infrastructure and Equipment (IIE) that directly supports the ICBM Launch Facilities, Missile Alert Facilities/Launch Control Centers, and Test Launch Facilities at Malmstrom AFB, MT, Minot AFB, ND, FE Warren AFB, WY and Vandenberg SFB, CA. The NIMH team also provides technical data and maintenance procedures for field level and depot level maintainers from missile maintenance groups, civil engineer squadrons, and depot field teams. The NIMH team has been providing Cognizant Engineering Authority and Central Engineering Control for the infrastructure supporting our nation's primary nuclear deterrent for approximately 60 years.
