We are seeking a highly skilled and motivated Electromagnetic Spectrum EMS Gap Analyst with a TOP SECRET/SCI clearance to provide critical support in the management and control of U.S. military use of radio frequencies within USSTRATCOM's area of cognizance. The ideal candidate will assist in frequency allocation and assignment and ensure the common frequency database is maintained to support USSTRATCOM's spectrum planning, coordination, and control activities. Travel is required.
Key Responsibilities:
+ Assist in the management and control of U.S. military radio frequency use, adhering to national and international policies and regulations within USSTRATCOM's purview.
+ Serve as part of the frequency allocation and assignment team, ensuring the accuracy and currency of the frequency database critical for spectrum planning and management.
+ Provide spectrum management support to DoD and command-sponsored exercises and demonstrations, offering expertise during planning, coordination, and execution.
+ Process and coordinate frequency requirements, ensuring proposals are properly staffed and approved through relevant channels.
+ Provide telecommunications input into operational system designs and proposals, offering solutions to resolve complex telecommunications issues.
+ Collaborate with stakeholders to assess electromagnetic spectrum EMS mission requirements, needs, facilities, and systems.
+ Participate in national-level meetings and working groups, advising on policy changes and the development of novel EMS, electromagnetic interference EMI, and software solutions.
+ Assist in the resolution of EMS conflicts and provide recommendations to ensure that DoD and coalition warfighter requirements are met while respecting national-level restrictions.
+ Assess and advise on operational risks arising from EMS conflicts, ensuring the continuity of critical mission operations.
+ Support testing activities related to High Altitude Electromagnetic Pulse HEMP spectrum requirements, including the preparation and submission of frequency proposals for assignments per ACP 190 US Supplemental-1D Annex J.
+ Advise DoD representatives for HEMP spectrum support, ensuring compliance with established policies and procedures.
Requirements
Clearance: TOP SECRET/SCI clearance is required.
Experience: Prior experience in spectrum management, telecommunications, or electromagnetic spectrum operations in a military or government environment.
Technical Expertise: Knowledge of U.S. military spectrum management procedures, policies, and systems.
Problem-Solving Skills: Ability to analyze complex EMS issues, develop recommendations, and provide sound advice to senior leaders and stakeholders.
Communication: Strong written and verbal communication skills, with the ability to effectively engage with technical and non-technical audiences.
Teamwork: Ability to work collaboratively within multi-disciplinary teams and with external stakeholders.
Additional Information:
The position may involve participation in national-level working groups, policy development activities, and the coordination of electromagnetic spectrum support for large-scale military exercises.
Candidates should have a strong understanding of international and national EMS policies and regulations and be prepared to contribute to the ongoing advancement of DoD and coalition capabilities in EMS management.
