Electronic Warfare Systems Test Manager - SME

Electronic Warfare (EW) test management support will provide new and ongoing projects being executed by an AFLCMC Program Office for classified EW systems. Provides systems and subsytems analysis, decomposition of requirements, identification of subsystem and system measures of performance, technical development and evaluation of vendor systems, test planning, test resourcing, test schedule management, test execution support, test data analysis, test reporting, and performance determination for classified electronic warfare capabilities. Provide technical input, recommendations and assistance to system program manager and engineer regarding test methodologies, resourcing, planning, and execution to meet acquisition strategies and acquisition program execution decisions.

The candidate shall have mastery of and experience with the acquisition process and DoD 5000.02, AFI 99-103, AFMAN 63-119, and all applicable acquisition, systems engineering, acquisition program management processes. The candidate shall have experience in electronic warfare capabilities, testing, and evaluation of capabilities as applied to developmental technical maturity and operational employment. The candidate shall have experience in areas relating to acquisition policy matters including acquisition streamlining, integrated weapon systems management, test and evaluation, systems engineering, manning, best practices and lessons learned to independently execute the following test manager tasks:
• Manage and execute all EW program test activities, including the planning, execution, and reporting of test projects, on behalf of the program office.
• Support development of EW systems capabilities, decompose EW system capabilities into subsystem requirements, identify test methodologies for subsystem capabilities, and system level performance.
• Create, coordinated, update, and manage all program office test documentation, including test and evaluation strategies, test and evaluation master plans (TEMP), test plans, test priorities, test schedules, test memorandums, and test reports.
• Work with Lead Developmental Test Organization, Participating Test Organizations (LDTO), Test Ranges, Systems Integration Labs, Operational Test Organizations and Agencies to develop test strategies, resources, schedules, and execution to determine system functionality, performance, and suitability throughout the system’s lifecycle.
• Assist in coordinating test planning working groups, logistical requirements, program office delegations, technical interchanges, and day-to-day interactions between the program office and supporting test, intelligence, and technology organizations.
• Apply systems engineering, test engineering, and test operations expertise to projects and program challenges, and advise project leads and project engineers on all matters of test engineering as it applies to highly technical program office efforts.
• Support the Program Director from time to time at executive levels within the government and other contractor organizations, including major program reviews, inspections, conferences, and other program evaluations and major milestone events.

Responsibilities:

Your essential job functions will include but may not be limited to:
• Electronic Warfare systems test and operations technical understanding.
• Working knowledge of DoD and Air Force acquisition processes and documentation relating to system development, weapon systems integration, and test and evaluation.
• Demonstrated ability to independently execute test management tasks, including the planning, resourcing, execution, and reporting of complex system test projects.
• Demonstrated ability to apply systems engineering, test engineering, and test operations expertise to a diversity of developmental subsystems and integrated architectures.

• Extensive knowledge of fundamental EW test techniques, test equipment, data collection and data handling at a classified level.
• Team leadership abilities for coordinating test planning working groups, technical interchanges, logistical requirements, and day-to-day interactions with supporting test, intelligence, and technology organizations.
• Applied knowledge of requirements management methods, tools and verification standards.
• Strong expertise in configuration control standards, methods and application to system modifications.

Qualifications:

Qualifications:
• Minimum of 20+ years of relevant Department of Defense (DoD) or Military Industrial Complex work experience.
• No less than three (3) years’ experience in the last five (5) years in a Special Access Program (SAP) and/or Sensitive Compartmented Information (SCI) environment (waiverable)

Desired Requirements:
• Working knowledge and practical application experience with software development processes and models, verification protocols, and hardware/software integration.
• Familiarity with modeling and simulation tools with applicability to subsystem prototyping, system interfaces and performance predictions.
• Strong data reduction and analysis expertise.
• USAF/USN/USA Test Pilot School Graduate highly desired.

Education Requirements:
• ME/MS degree in Engineering, Physics, or Mathematics
• Bachelor's degree in Engineering, Physics, or Mathematics.

Clearance Requirements:
• Active TS clearance with SCI eligibility.
