Summary This position performs electronic engineering assignments in support of Radio Frequency (RF) Annunciation Systems, Hybrid Digital Cable Television (HDCTv) Systems; system associated over-the-air, across-coaxial cabling, and\or fiber-optical cablings transmission networks; and Category (CAT) and fiber-optical cabling networks with associated switch and routing components and equipment. Responsibilities This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, Director Utilities and Power Plant Operations, Assistant Director Utility Distribution Division. The incumbent performs electronic engineering assignments in support of Radio Frequency (RF) Annunciation Systems, Hybrid Digital Cable Television (HDCTv) Systems; system associated over-the-air, across-coaxial cabling, and\or fiber-optical cablings transmission networks; and Category (CAT) and fiber-optical cabling networks with associated switch and routing components and equipment, all located throughout the Capitol complexes and grounds and various offsite locations. Provides engineering support to other systems such closed-circuit television systems; internet protocol computer network communication systems; audio and sound presentation systems; frequency modulated (FM) radio communications systems; and various other systems used throughout the Capitol Hill Complex. The individual selected for this position will perform the following: ELECTRONICS ENGINEERING 100% Serves as project manager in support of planning, installation, and maintenance of electronic systems and services used throughout the AOC. Evaluates recommendations for system requirements. Responds to requestors by providing proposed system specifications to be used in preparing requests for proposals. Serves as an experienced engineer for large work activities. Applies comprehensive experience and knowledge of engineering principles, theories, and concepts to existing or proposed projects in the design, installation and troubleshooting of electrical and electronic systems. Serves as Contracting Officer’s Technical Representative. Reviews contractor proposals for compliance with requirements. Reviews documentation (manuals, diagrams, circuit diagrams, etc.) for Commercial off-the-shelf equipment to determine its adequacy to meet the needs of equipment operators and maintenance technicians. Reviews all contractor's technical submittals, shop drawings, design computations, or similar information on materials for conformance with plans and specifications for these systems. Serves as technical advisor to the Jurisdiction director and engineers on planned renovations, remodeling, modernization, renovation, and major construction projects to ensure that such work will not disrupt the operations of systems, equipment, and interconnected components. With the ability to determine whether a system or subsystem is to be used, removed from, to be restored to, or allowed to remain in use. Recommends, develop, implement, redesign, reconfigure, or modify operating procedures to reduce equipment failures, eliminate hazards, or enhance accuracy and reliability. The incumbent must follow all relevant IEEE and FCC standards associated with associated with associated and interrelated distribution and transmission of electronic data via over-the-air (RF, Wi-Fi, Bluetooth, etc.) and\or across electrical or optical cabling. In addition, the incumbent must follow the standards for electronic data transfer (communication protocol: i.e. hypertext transfer protocol (HTTP), hypertext transfer protocol Secure (HTTPS), IP, simple mail transfer protocol (SMTP), etc.). The incumbent must follow all relevant safety rules, regulations, and standard operating procedures. Must utilize knowledge of and must comply with all OSHA safety rules and regulations to ensure that work progresses in a safe manner. Provides or receives training, either on the job or through classroom training, to ensure that all safety practices and equipment are fully utilized. You must meet the following SCREEN-OUT(S) required for this position. Screen Out Factor: Ability to do the work of the position without more than normal supervision. This includes maintaining and repairing electronic equipment with minimal supervision. Education In addition to meeting the specialized experience requirements for this position, applicants must possess the following: Education Required for Engineers: 1. Bachelor's degree in professional engineering: To be creditable, the program must: (1) be in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: statics, dynamics;(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR 2. Combination of education and experience: College-level education, training, and/or technical experience that furnished: (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
