Responsibilities Provide operation and maintenance of Machinery Control Systems (MCS) to ensure proper and continuous operation to minimize breakdowns and maximize usual life. Control Systems include but are not limited to: Mission-Critical Building Automation System (BAS), Power Control and Monitoring System (PCMS), Universal Control Consoles (UCCs), Fire Alarm and Mass Notification Systems, traditional Building and Utility Controls, Fuel Pumping Controls and Elevator Controls. Troubleshoot, Repair, Install, complete preventative maintenance on a wide variety of electronic equipment. Operating Tasks Supervise the operations and monitoring of the systems from the UCCs ensuring constant coverage, 24 hours by 7 days per week. Perform set-point management and complex tasks to ensure system is operating as required by Aegis Command. Understand and report system status and operational impacts of any degraded component to Ship’s Force. During the CMA (Continuous Maintenance Availability), work with administrators and test the system's capabilities with guidance and assistance from Naval Surface Warfare Center, Philadelphia Division, and document results in a report to the COR (Contracting Officer’s Representative) and Contracting Officer. Operate and update software programs contained in control systems. Maintenance and Repair Tasks Perform physical maintenance and repairs on the system. Coordinate Planned and Corrective Maintenance with outside organizations. Perform Planned Maintenance Procedures and Minor Corrective Maintenance Actions on the system. Troubleshoot instrumentation and control system failures down to failed component level. Identify high-failure rate items and develop projects and engineering solutions to improve systems/components with high failure rates. Contact, coordinate, and interface with engineering/ SME support and outside entities for technical support of system failures beyond the scope of BOS Contractor knowledge. Act as technical liaison to System/Component original equipment manufacturer (OEM). Perform verification of sensor accuracy as recommended by Schneider Electric Critical Systems, Caterpillar Intelligent Switchgear Organization, and Naval Surface Warfare Center, Philadelphia Division and replace when out of spec. Test and replace UPS batteries per manufacturer’s specifications. Replace obsolete parts/ software before end-of-life recommended by OEM. Documentation Tasks Develop general maintenance and planned maintenance plans and operating procedures for the MCS following any guidance by Schneider Electric Critical Systems, Caterpillar Intelligent Switchgear Organization, and Naval Surface Warfare Center, Philadelphia Division. Review MCS planned maintenance/operating procedures. Recommend MCS improvements beyond the scope of the BOSC to the COR and Contracting Officer. Coordinate and manage inventory of on-site critical spares and other parts inventory. Oversee the performance of 10% inventory each month, replacing any stock that is out of shelf life. Maintain configuration management of MCS software and components in a technical documentation library. Act as owner of the library: control access to the library, update the documents in the library, and document system configuration changes in a log. Library should include but not be limited to drawings, as-builts, O&M manuals, specs, and inventories. Operational Technology Tasks Contract service contracts where technical expertise required exceeds on-site support. Provide operational configuration of Non-Traditional IT software applications and devices when required by the Navy. Work with manufacturers to allow complex configuration of Non-Traditional IT software applications and devices. Replace/Restore operational configuration on control system components. Maintain onsite operational software configuration. Keep two separate operational software/firmware configuration backups for each device in a GSA Approved locked storage container. Perform Configuration Management (CM) for all operational devices (non-traditional IT devices). Interface with Schneider Electric Critical Systems, Caterpillar Intelligent Switchgear Organization, and Naval Surface Warfare Center, Philadelphia Division to apply patches to the systems. For Sensors, Actuators, Controllers, and Control Protocol Hardware, check with manufacturer and/or NAVSEA Philly for firmware and operating software updates. Apply updates within (30, 90 days). Contact, coordinate, and interface with Chief information officer (CIO) on Cybersecurity and cyber hygiene. Coordinate onsite operational and maintenance training to ensure all operators are trained per requirements from, but not limited to: Schneider Electric Critical Systems, Caterpillar Intelligent Switchgear Organization, and Naval Surface Warfare Center, Philadelphia Division, Edwards Fire Safety, ABB and L-3. Maintain historical operational data and respond to data requests. Generate Review Change Requests for system configuration changes for both new construction and repairs. Develop, review, approve and perform change validation procedures, which are defined as verification of implementation of changes. Inspect and assure quality of validation procedure implementation. Provide field level technical oversight of any contractor working on the system and review project submittals and procedures, providing comments to the contracting officer. Provide on-site engineering analysis and tech assist to solve complex engineering-level system casualties, issue reports and debriefing services. Maintain, modify, and manage non-IP and non-Ethernet networking infrastructure. Submit to NAVFAC CIO operational user requirements, user authentication, and admin access requirements. Ensure that personnel that perform operations and maintenance or read/write on controls systems are Information Assurance Technical (IAT) Level II certified and complete all annual training. Qualifications Minimum Qualifications Education/Certifications: One year related experience may be substituted for one year of education, if degree is required. High school graduate or equivalent. Satisfactory completion of a military or recognized trade school or correspondence course, or have a minimum of 4 years apprenticeship or equivalent work experience This position requires U.S. Citizenship and an active DoD Secret clearance. Experience: Minimum of 4 years' apprenticeship and/or 2-years of work experience in a direct or related field. Skills: Must understand, read, write and speak English. Work Conditions Work is generally conducted in a shop environment. Must comply with OSHA, EPA, Fire Regulations and published Company work rules.
