In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

As an Eligibility System Lead, you will work in collaboration with the department, administration, and division; MNIT; counties, Tribal nations, providers, vendors and other stakeholders on cash and food systems projects and initiatives. This person will ensure that cash and food eligibility systems align with program policies and procedures. The person in this position is considered a system and business process expert and represents EAESD on system projects and enhancements and coordinates changes across the department and with end users.
**Responsibilities include:**
+ Represent the department as business lead on MNIT projects and system enhancements for technology systems that support cash and food programs to align with federal and legislative policy changes or system change requests.
+ Lead and coordinate business efforts to complete user acceptance testing (UAT) for MNIT projects and general testing for system functionality.
+ Initiate, lead, coordinate, and participate in efforts to identify, analyze, recommend, and implement changes and improvements for cash and food eligibility systems, processes, and procedures.
+ Lead and coordinate communications for cash and food eligibility system updates and changes; new functionality; and procedures and processes to align with state and federal policy, laws, and regulation updates.
**Minimum Qualifications**

Three (3) years of professional experience in a human services program that demonstrates the following:
+ Analyze policy, procedures, and systems to determine process improvement methods and ability to track efforts to present results.
+ Understanding of technology system development and life cycle methodology including business analysis, requirements documentation and user acceptance testing.
+ Experience with policy development and implementation.
+ Experience determining eligibility for cash and/or food assistance programs.
**Preferred Qualifications**
+ Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns for internal and external stakeholders.
+ Strong understanding of the MAXIS eligibility system.
+ Project Management experience.
+ Understanding of the state legislative development process sufficient to develop successful legislative and/or budget proposals and to prepare documents.
+ Variety of experiences working effectively with others from different background and cultures.
