Position Description
The mission of the Georgia Emergency Communications Authority is to facilitate the equitable, effective, and efficient operation of 911 and emergency communications throughout the state with the vision to be a leading state in innovation in standards, technology, and training. To help accomplish this mission, Emergency Communications Field Coordinators serve as the primary point of contact for public safety answering points (PSAP) within a designated geographic region.
Specific Areas of Responsibility Include
+ Develop cooperative working relationships with PSAPs within assigned geographic region by conducting site visits, routinely emailing PSAP directors, monitoring and assisting PSAPs during service interruptions and assisting with the development of corrective action plans as requested by the local PSAP, responding to emergencies and/or disasters at local PSAPs, coordinating peer support requests, etc.
+ Develop cooperative working relationships with local, state, and federal emergency communications agencies, public safety organizations, public and private sector leaders, and elected officials to promote 911
+ Provide guidance and updates to emergency communications staff concerning all-hazards threats, emergency communications, and other 911-related topics
+ Understand and be knowledgeable of current industry trends, emerging topics, and future needs by reading and remaining current with press releases, trade publications, and other news sources specific to 911
+ As funding permits, participate in national and state 911-specific organizations and associations by attending conferences and participating in national 911 service-related projects and/or workgroups
+ Assist PSAPs with questions about the collection, auditing, and remittance of 911 revenues
+ Upon request by a PSAP, assist the PSAP with its locally managed processes to be regarded as Logan's List
+ Assist with the identification of any changes necessary to accomplish more effective and efficient 911 services across the state
+ Study, evaluate, and recommend technology standards for the regional and statewide provision of a public safety communication network and 911 system (to include NG911 planning and implementation)
+ Recommend minimum standards for the operation of PSAPs
+ Work in collaboration with the Georgia Public Safety Training Center to develop and/or deliver 911-related training for telecommunicators, trainers, supervisors, and PSAP directors
+ Develop and participate in emergency communications exercises
+ Conduct technical support workshops (SWOT, COOP, etc.)
+ Collect data and statistics regarding the performance of PSAPs
+ Complete concise weekly reports to document current and ongoing projects
+ Coordinate with GEMA/HS ESF-2 for communications requests
+ All other duties as assigned
Position-Specific Minimum Qualifications
+ Possess a valid Georgia driver's license
+ Possess a high school diploma or GED
+ A minimum of five years of experience working in the 911 industry
+ Understanding of the purpose and objectives of a PSAP
+ Working knowledge of 911 systems and technologies
+ Ability to assist with the development of solutions impacting statewide 911 operations
+ Knowledge of state and federal laws and regulations applicable to 911, E911, and NG911
+ Obtain P.O.S.T. General Instructor or P.O.S.T. Level I and Level II Certification upon course availability
+ Intermediate level skill in the use of Microsoft Word, Excel, and PowerPoint
+ High level of competency in oral, written, and interpersonal communication, reasoning, planning, evaluation, goal and task management, and customer service
+ Knowledge of the structure and functions of local governments
+ Ability to travel regionally and statewide during normal business hours, as dictated by the needs of the position, up to 80% of the time
+ Ability to travel overnight, statewide, and regionally, as dictated by the needs of the position, up to 40% of the time
+ Ability to provide service coverage outside of regular business hours as dictated by the needs of the position
+ Ability to respond to work-related contact on short notice as dictated by the needs of the position
Preferred Qualifications
+ Experience working as a 911 director or other supervisory position in a PSAP
+ Experience participating in committees, associations, and boards
+ Knowledge of instructional design and/or training development procedures
+ P.O.S.T. General Instructor or P.O.S.T. Level I and Level II Certification
High school diploma/GED and one (1) year of experience in a support role providing coaching, mentoring or related job duties and knowledge of functional business area where training is to be provided.
