Emergency Environmental Health Coordinator
This role is open to current IRC employees only. IRC’s Emergencies & Humanitarian Action UnitThe IRC’s Emergencies & Humanitarian Action Unit (EHAU) oversees IRC’s global emergency preparedness and response activities. The mission of the EHAU is to expand and improve IRC’s ability to help affected communities survive in acute emergencies and hard to reach contexts by investing in people, systems, and solutions to complex humanitarian challenges.  The EHAU team achieves this mission through ongoing rigorous risk analysis, investing in capacity strengthening of frontline humanitarians, partnership with local actors, offering collaborative support and technical assistance to teams working in emergencies and hard to reach places, and deploying and supporting world class emergency response staff as they help people affected by acute crisis situations.
Job OverviewThe Emergency Environmental Health Coordinator will provide technical leadership and direction for an effective, high quality, lifesaving environmental health response. The Emergency Environmental Health Coordinator will be responsible for all aspects of environmental health programming, including development of programs in emergency context to ensure the provision of clean water; safe, easily accessible defecation areas and toilets; and key hygiene products. They will likewise ensure national and international guidelines are adhered to, as well as uphold quality standards and ensure results-based monitoring & evaluation.
Major responsibilities
Emergency Response:• Conduct feasibility studies of water networks to assess the existing infrastructure and cost-benefit analysis to determine the most ideal, design a hybrid power system (for both generator and solar power) and upgrade necessary components. • Manage service contracts for rehabilitation of water networks in a complex environment within a fragile state. • Design an effective operation and maintenance system for the water network, including system strengthening by re-introducing a tariff payment system co-managed by a water user committee and government authorities. Full cycle system management involving community engagement, training local technicians, establishing a routine maintenance schedule, and setting up emergency response protocols and ensuring sustainability through ongoing training, financial management, and continuous improvement, with the community playing a central role in managing and operating the network.• Conduct rapid assessments to identify EH needs and vulnerabilities of target populations to scale up EH interventions in the necessary emergency contexts. • Develop evidence based EH interventions and adapt strategies based on assessments and feedback.• Lead the review of EH program strategies, plans, and proposal in alignment with donor requirements and organizational objectives.• Establish and oversee the implementation of EH programs, ensuring adherence to international standards and best practices.• Coordinate with relevant stakeholders, including government authorities, UN agencies, and local partners, to ensure effective collaboration and coordination of EH activities.• Provide technical guidance and support to field staff and partners involved in EH programming.• Capacity building staff on Emergency WASH sphere standards, WASH in health care settings as well as on infection prevention and control (IPC).• Ensure proper budget management with a up to date procurement plan along with supply strategy is in place in collaboration with operations team.• Establish and implement robust monitoring and evaluation systems to track the progress and impact of EH interventions.• Conduct regular field visits to monitor program implementation, assess the quality of services, and identify areas for improvement.• Analyze data and generate reports to inform decision-making and program adaptation.
Equitable Partnerships:• Champion a culture of effective and respective partnerships across emergency responses. Promote partner-led programming in line with IRC’s “why not partner?” approach. • Identify and develop partnerships with local and international implementing partners as appropriate for program design and service to clients based on IRC’s PEERS standards of equal and effective partnership.• Working closely with the Partnership team, ensure adequate support to partners to facilitate quality program implementation and provide capacity development, where needed.
Team Culture and People Management:• Provide day-to-day line management, onboarding, ongoing training, technical support and guidance to program staff and community-based volunteers, ensuring they maintain high performance, collaborate effectively and are accountable for quality of work. • Cultivate and maintain a positive work environment, while additionally setting an example of ‘One IRC’-way of working within the team.• Advance efforts to promote gender equality, diversity and more inclusive practice across our programming and our ways of working. 
Job requirements • Master’s degree in water engineering / civil engineering / public health / environmental engineering or a related field.• Minimum of 5 years of experience in EH/WASH programming, preferably in humanitarian or emergency contexts.• Effective leading and building programs and/or operations in fast-paced, multifaceted environments. Leadership and team management skills are important.• Solid track record leading in an emergency environment and/or start-up environment as part of a multinational team.• Experience in program planning, implementation, monitoring, and evaluation.• Proven ability to coordinate and collaborate with diverse stakeholders, including government agencies, NGOs, and community-based organizations.• Excellent communication and interpersonal skills, with the ability to work effectively in multicultural and multidisciplinary teams. Effective people- and program-management skills in acute emergency contexts: can train and lead staff productively under stressful circumstances.• Fluency in English is required with proficiency in Arabic an added advantage.
