The Emergency Management (EM) and Infrastructure Security Coordinator facilitates partnerships and coordination of emergency planning and homeland security efforts with internal U-M units and local, state, and federal partners. In collaboration with the DPSS emergency management team and DPS personnel, the role supports a comprehensive all-hazards approach to preparing for, protecting against, and responding to various emergencies and risks that could impact our people, operations, and environment. This position's primary reporting location is the Flint campus, and it will be a direct report to the UM-Flint Chief of Police. The position will work closely with the DPSS Associate Director of Emergency Management to integrate the emergency management program throughout the university and will serve as a subject matter expert in developing and enhancing physical security plans and capabilities for infrastructure and facilities on campus. The EM and Infrastructure Security Coordinator will be expected to regularly engage with faculty, staff, community members, and external partners to further enhance protection, prevention, and preparedness efforts. This position requires the candidate to successfully pass a thorough background investigation and drug screening. The duties of the position will include, but not be limited to: **Emergency Management** + Coordinate mitigation and prevention efforts, including hazard assessments, risk analysis, and resource planning. + Lead preparedness initiatives, projects, programs, plans, and procedures. + Review, update, and develop response and recovery programs, policies, procedures, and protocols. + Develop collaborative liaison relationships with local, state, and federal emergency management partners. + Coordinate with key university partners to manage critical plans and preparedness programs, including the Flint campus Emergency Operations Plan, Hazard Mitigation Plan, and Continuity of Operations Planning program. + Facilitate and administer emergency notification and communication strategies for the campus and develop applicable plans, policies, and procedures as needed. + Develop and facilitate robust training and exercise programming, including the development of after-action reports for exercises and significant incidents. + Coordinate with the Associate Director of Emergency Management to establish integrated emergency management efforts across the university system. + Provide local support and oversight of the UM-Flint campus Emergency Operations Center (EOC) as needed. + Support U-M Emergency Operations Centers (EOC) across all university locations as needed. **Physical Security and Infrastructure Protection** + Collaborate on and conduct Critical Infrastructure identification and protection planning for UM-Flint facilities. + Coordinate and develop site security assessments, including physical vulnerabilities analysis and security camera strategic plan. + Manage physical protection programs, including access systems and remote and internal lockdown capabilities. Liaise with federal (FBI, DHS), and state (MIOC, DSEMIIC) intelligence and homeland security entities to protect U-M infrastructure from foreign and domestic terrorism threat concerns. + Establish a protocol for ensuring awareness of the most up-to-date physical security standards and best practices, including applicable policies, procedures, and regulations. This position will require flexibility to work non-traditional business hours and will have other duties assigned as needed. **Required Qualifications*** + Bachelor's degree in Emergency Management, Homeland Security, Public Administration, Business Administration, Criminal Justice or related field, or equivalent combination of training, education and experience + Working knowledge in emergency preparedness program management, planning, coordination, mass warning and notification systems, and training and exercise design and facilitation. + Response experience in complex emergencies and operational experience in an emergency operations center, with the ability to make independent decisions. + Experience, knowledge, or background in Homeland Security initiatives and critical infrastructure protection. + Project management experience with strong attention to detail. + Ability to perform in a fast-paced security environment where confidentiality is critical. + Familiarity with EM software and performance management tools, including WebEOC, 24/7 Incident Management System, or similar platforms. + Training or experience in relevant physical security assessment and critical infrastructure protection fields. + Examples of relevant training and training providers include Crime Prevention Through Environmental Design (CPTED) certification, ASIS certification, the Federal Law Enforcement Training Center (FLETC), the Cybersecurity and Infrastructure Security Agency (CISA), etc. + Completion of ICS-100, 200, 700, and 800 within six months of employment. + Completion of ICS-300 and 400 within one year of employment. + Proficient in Google and MS platforms. **Modes of Work** **Onsite** The work requires, or the supervisor approves a fully onsite presence. Onsite is defined as a designated U-M owned or leased work location within or outside of the State of Michigan.
