Emergency Management ICDP Program Manager

Job Description:

The position leads and guides the Intermountain Center for Disaster Preparedness (ICDP) to become an exemplary disaster preparedness training and exercise center, serving Intermountain Healthcare and the wider community by collaborating with key stakeholders in enhancing disaster preparedness and resilience. This position will work closely with other EMBC caregivers to implement the ICDP program in accordance with the overall EMBC program goals.

Essential Functions

Lead and manage the Intermountain Center for Disaster Preparedness (ICDP) to achieve its mission of becoming a premier disaster preparedness training and exercise center.Develop, implement, execute, and standardize comprehensive training and exercise programs to improve mitigation, preparedness, response, continuity, recovery, and resilience of both Intermountain Health and our community partners.Develop strategies to promote collaboration and integration between organizations who will collectively respond to and recover from emergencies and disasters.Assure the financial stewardship of the ICDP, including oversight of grant funds, student enrollment feeds, training supplies, and 3rd party instructor compensation.Develop and implement strategic plans to enhance the ICDP’s capabilities and reach within our communities.Build and maintain strong relationships with internal and external stakeholders, including healthcare providers, emergency management agencies, and community organizations.Work closely with other Emergency Management and Business Continuity (EMBC) caregivers to implement the ICDP program in alignment with the overall EMBC program goals.Establish and track key performance indicators (KPIs) to measure the effectiveness of the ICDP programs.

Effective verbal, written, and interpersonal communication skills with all levels of an organization from executive leaders to frontline teams.Demonstrated understanding of how to apply emergency management and business continuity concepts in a healthcare setting.Demonstrated ability to coach, mentor, and influence stakeholders to ensure buy-in.Demonstrated ability to build strong teams to complete complex projects and to lead caregivers and teams outside of span of control.Demonstrated planning, program and curriculum development. Demonstrated skills in training, facilitating, and leading large groups using adult learning principles.Demonstrated in-depth knowledge of regulatory requirements for emergency management and business continuity across the healthcare sector.Progressive leadership experience in a healthcare role requiring strategic and operational focus, planning skills, and the ability to develop proposals, pilots, and projects from conception to implementation.

Required Qualifications

Demonstrated experience leading training programs, including previous instructor experience required.Demonstrated emergency management or business continuity experience, preferably in a healthcare environment.Completion of Homeland Security Exercise and Evaluation Program (HSEEP) required within one year of hire.Previous incident management experience (any position) preferred.Bachelor's or master's degree preferred.Current or previous healthcare provider training (EMT, Paramedic, RN, etc.) preferred.Strong preference for healthcare operations experiences collaborating with clinical areas, supporting clinical strategies, implementing operational efforts, and measuring outcomes.

The hourly range for this position is listed below. Actual hourly rate dependent upon experience. 

$43.67 - $67.41
