About the PositionThe Emergency Management Officer (Logistics) directly contributes to efficient and effective whole-community response to incidents or events. This is accomplished through direct coordination with internal and external partners, team leadership, process management, and oversight of critical facilities, materials, and services related to the core emergency management functional area of logistics.
Emergency Management Logistics:
Be prepared to perform as a member of the emergency incident general staff, leading the logistics section and providing strategic analysis of emergency incident logistics requirements.Assess capabilities and gaps for emergency incident materials, equipment, and services.Implement mitigation plan for identified gaps focused on strategic priorities and minimizing critical risks.Ensure County EOC facility and associated equipment are in a ready state; be prepared to execute assigned tasks within County EOC activation plan.Ensure the County is prepared to activate and operate emergency logistics facilities for response and recovery support. Written plans and operating guides for emergency logistic facilities shall be consistent with the FDEM Unified Logistics Plan, and will include pre-identification of multiple sites, staff and equipment plans, and site-specific traffic management plans.Emergency Logistics facilities include: County Staging Areas (CSA), Points of Distribution / Neighborhood Points of Distribution (POD/NPOD), and Emergency Worker Base Camps.Coordinate with County and external partners to support County Evacuation Center preparedness, including resource inventory, distribution, and ordering; be prepared to support emergency activation plans.Prepare emergency communication device distribution plans in coordination with public safety communications.Review, revise, and maintain plans, guides, and procedures for emergency management logistics functional area.Serve as emergency management primary point of contact for materials warehousing and resource management.Contribute to Emergency Management Accreditation Program (EMAP).Financial Administration:
Coordinate procurement for the entire division; participate in contract negotiations for logistics related items.Oversee tracking and status reporting of emergency management contracts and purchase orders.Participate in budget analysis and financial reporting, to include grants and general fund.Coordinate with County partners to prepare and execute emergency procurement plans.Utilize County financial management and budgeting systems.Planning and Preparedness:
Contribute to emergency planning; prepare logistics annexes to emergency management plans, guides, and procedures.Provide and support continuous improvement of County systems and processes.About the ScheduleWork Hours:
Full-Time, 40 hours per week.
Monday - Friday, 8:00 a.m. to 5:00 p.m.
Work schedules may vary due to split shifts, rotations, on-call, emergencies, etc.
Employee's in this role are required to serve On-Call, based on need.
About YouMinimum Qualifications:
Bachelor’s Degree from an accredited college or university in Emergency Management, Public Administration, Business, Finance, Planning, Industrial/Engineering Technology, or a field related to the position -AND- Three (3) years of professional job-related experience
-OR- Seven (7) years professional job-related experience in management and/or strategic planning for emergency management programs may substitute for the required education.
Valid Florida driver's license by date of hire.
Preferred Qualifications:
Master’s degree in a related field can count for 1 year of experience
FEMA Certificates: Professional Development Series; ICS 300, ICS 400; L0967, L0970, L0971
Experience in logistics, preferably related to Emergency Management
Certified Emergency Manager (CEM) as issued by the International Association of Emergency Managers
Florida Professional Emergency Manager (FPEM) as issued by the Florida Emergency Preparedness Association
FEMA L449 certification
Completion of the FEMA Advanced Professional (Must be completed within five (5) years of employment)
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of five years.
Physical Demands: Employees in this role must frequently lift and/or move up to 25 lbs.
CJIS Clearance: The successful candidate will be subject to an extensive background check(s) as a part of the hiring process.
About Everything ElseStarting Pay Range: $64,001.60 - $70,012.80, based on experience.
