Emergency Management Program Manager

Responsibilities

This job is responsible for providing operational support and overall coordination of a comprehensive emergency preparedness program for the assigned Virginia Mason Franciscan Health (VMFH) region/facility in accordance with applicable regulatory/accreditation requirements. Work involves researching and developing a comprehensive annual risk assessment for the assigned facilities to serve as a basis for effective mitigation strategies as well as education/training and related exercises/drills designed to promote organizational resilience through timely planning and preparedness activities. An incumbent evaluates the program annually and works with site-based management to develop customized emergency response plans/procedures, establish annual goals and provide coaching/guidance aimed at achieving a state of continuous readiness for all hazards. Key responsibilities also include providing direct support to the activation of the VMFH Emergency Response Plans and/or Incident Command activities and serving as a command center liaison during emergency/disaster events. Effective performance requires the ability to efficiently and effectively address complex issues in high-pressure situations.

Work includes:

1) adapting/coordinating/updating/implementing, within scope of position, site-based operations/programs/exercises consistent with the overall VMFH emergency preparedness plan;

2) supporting the execution of established plans/protocols in the event of a disaster/emergency situation;

3) revisiting current exercises/events to identify/address gaps and incorporate best practices designed to improve readiness;

4) developing/delivering emergency preparedness/response training to VMFH staff and coordinating/tracking employee on-the-job training, drills and exercises;

5) serving as a community liaison, representing VMFH at community planning events and participating in community activities related to emergency preparedness and recovery management; and

6) identifying grant-funding opportunities and assuring compliance with grant requirements.

Work requires knowledge of emergency preparedness/management standards, practices and regulatory requirements and the ability to integrate/coordinate the activities of multiple entities/facilities and to assure adequate preparation for stakeholders/staff to anticipate/execute responses to disaster situations in a timely, cohesive and effective manner. ,
Position will rotate on-call for VMFH emergency response support.


Qualifications

Education/Work Experience Requirements:

Bachelor’s Degree in Disaster/Emergency Management, public health, nursing or other discipline related to the duties of the position, and three years of progressively responsible related work experience that demonstrates the attainment of the requisite job knowledge and abilities. Or any equivalent combination of education and experience which provides the required knowledge, skills and abilities to perform the essential functions of the position.

Preferred:

Master’s degree in Emergency Management or related field is preferred.
Current Certified Healthcare Emergency Preparedness Professional (CHEP) or equivalent certification preferred.
