Job Description
Who we are Seeking:
The Iowa Department of Homeland Security and Emergency Management (HSEMD) is seeking two highly motivated, detail oriented, and analytical team player to join its team. Candidates must have superb communication skills and the ability to understand technical and complex written material. Additionally, candidates must be able to interpret state and Federal code, regulation and policy and provide guidance to department leadership on disaster recovery matters.
Candidates must be able to work independently and as part of a team. Must be able to work a minimum of 40 hours a week. Overtime maybe required during times of disaster. Travel may be required.

What you will do:
Coordination between Grant Programs and Partners
This position performs coordination between partners federal, state, local, and outside government. Coordination and collaboration across grant programs (Public Assistance and Hazard Mitigation Assistance primarily) will be a focus of the position. Understanding the differences and opportunities presented and being able to adapt to different programmatic rules will be imperative.
Grant Project Management
This position provides professional level grant program technical assistance to governmental and private non-profit organizations in the development of federal/state grant program applications for programs and specific undertakings of the Robert T. Stafford and National Flood Insurance Reform Act.
Responsibilities include assisting federal, state and local government partners in the delivery and management of Iowa's Homeland Security and Emergency Management grant programs, to specifically include the Federal Emergency Management Agency (FEMA) Public Assistance and Hazard Mitigation Assistance grant programs. This position works directly with local and state officials to provide technical assistance applicable to compliance with the Code of Federal Regulations, federal program guidance and state program guidance. Provides technical assistance related to the development of grant applications, grant work planning and scope of work development, grant project budgeting, grant requirements for economic and/or benefit cost analysis, and grant cash management/accounting systems.
Conducts the state level review and analysis of project applications to determine eligibility and provides recommendations for approval. Prepares award letters and grant agreements.
Grant Performance Monitoring
This position performs subrecipient monitoring and oversight of assigned applicants and projects. Ensures progress is being made toward specific grant program performance and financial objectives. Activities and responsibilities encompass the entire Grantee life cycle of the Grant Program (normally 3-5 years) starting with initial State and Federal disaster and program assessments, through Federal and State obligations to project performance monitoring, grant financial closeouts and audits. This position may be assigned as a geographical or function area team lead that will direct work activities based on the task organization of the programs. This could involve assisting the supervisor and/or program manager by instructing employees, answering questions and distributing, balancing and reviewing work in considering promotions, performance and reassignments, developing or consolidating reports, ensuring day to day grant operations are properly assigned and performed as well as on the job training of staff. Individually or in collaboration with higher management levels, sets goals and develops plans and determines financial, staffing and related resources needed to carry out program efforts.
Agency Operations
Determines the need and develops specific plans for changes in the operations or functional organization. This position will coordinate efforts with other agency activities/programs. This position must understand and communicate agency business policies and priorities, will deal with general human resource policy matters affecting the organization, with a personal responsibility for the actions of key employees.
Financial Review and Monitoring
This position assists the program manager in the review of pay requests and appropriate support documentation from subrecipients and other agencies. Assists subrecipient officials in the preparation of appropriate financial documents to execute pay requests through the grant management and financial management systems.
This position assists the program manager in the preparation and execution of subrecipient monitoring activities and grant closeouts in accordance with appropriate federal and state guidance, rules, regulations and standards.
Emergency Management Technical Assistance
As directed by the bureau chief or grant program manager, develops correspondence in response to verbal and written inquiries concerning grant programs and develops grant specific and subrecipient specific reports, commonly utilizing Microsoft Office products.
Serves in a variety of positions within HSEMD, which are seen necessary during times of either emergency or significant workload to accomplish the division's mission. Performs other duties as assigned by the Administrator, Chief of Staff, or supervisor, and as circumstances dictate during times of disaster or emergency operations.
This is a merit position with the Iowa Department of Homeland Security and Emergency Management.
Work Hours/Location:
7:00 A.M. - 3:30 P.M. or 7:30 A.M. - 4:00 P.M. or 8:00 A.M. - 4:30 P.M.
This position is required to be in the office on a regular basis. There is the potential for remote work once on-boarding and training have been completed, however, this is not a full-time remote work position.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree any field, and experience equal to three years of full-time professional experience in grant program planning, analysis, or administration work; professional accounting; civil or construction engineering; or professional administrative work.
2) All of the following (a and b): a. Three years of full-time professional experience in grant program planning, analysis, or administration work; professional accounting; civil or construction engineering; or professional administrative work; and b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
3) All of the following (a, b, and c): a. Two years of full-time professional experience in grant program planning, analysis, or administration work; professional accounting; civil or construction engineering; or professional administrative work; and b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and c. Graduation from an accredited college or university with a Master’s Degree in Business or Public Administration, Economic, Engineering, Financial, Social, Health, Agricultural studies, or closely related curriculum.
4) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as an Emergency Management Specialist 1.
