Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a EMERGENCY MANAGEMENT SPECIALIST (COOP), Position Description Number T5775000/ T5776000 and is part of the HI JOINT STAFF, National Guard. LOCATION: Joint Staff, Hawaii Army National Guard, Honolulu, Hawaii Responsibilities SUMMARY OF DUTIES: This is a developmental position. The full performance target level for this career ladder position is PD# T5776000, GS-0089-11. This position description (PD) represents the different work requirements as an Emergency Management Specialist, GS-0089-09 from the Emergency Management Specialist, GS-0089-11, PD# T5776000. Knowledge, specialized experiences, and skills are gained at the GS-0089-09 level, for a minimum of 12 continuous months, for eventual promotion to the full performance level as described in the attached copy of PD# T5776000, GS-0089-11. If the incumbent was initially and competitively selected to fill the position, promotion to the next higher level is achieved as a non-competitive career promotion, in accordance with applicable regulations; and, after qualification and eligibility requirements are satisfied. The supervisor and the Human Resource staffing and classification specialists must confirm that incumbent is performing the full scope and range of duties required by the next higher level in a satisfactory manner while under appropriate supervisory controls. In this developmental position, the incumbent receives tailored instructions, guidance, training, and supervision that are designed to provide the incumbent with the necessary and appropriate competencies for successful performance results at the full performance level/target position. Assignments become progressively more difficult until the full performance level of GS-0089-11 is reached. Supervisory instructions and training are progressively less detailed as the incumbent gains more experience. The duties of this position are similar to those reflected in PD# T5776000, GS-0089-11, Emergency Management Specialist. The exception is that the supervisor provides more specific instruction and detailed guidance; therefore, the position works with less independence. The incumbent participates in and completes prescribed formal and informal training as specified by the supervisor. As experience and knowledge in the position are gained and competencies are demonstrated, the employee is gradually given more freedom to make independent judgments and decisions in order to successfully perform more complex assignments until the incumbent performs the functions at the levels described in PD# T5776000, GS-0089-11, Emergency Management Specialist. Requirements Conditions of Employment Qualifications QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. SPECIALIZED EXPERIENCE: GS-09 Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-07, in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. GS-11 Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-09, in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. OTHER Requirements For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. To maintain the position, the incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals. NOTES TO CANDIDATES: a. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. b. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons: - Dismissal from employment for delinquency or misconduct; - Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct; - Intentional false statement or deception or fraud in examination or appointment; - Habitual use of intoxicating beverages to excess; - Reasonable doubt as to the loyalty of the person involved to the Government of the United States; - Any legal or other disqualification which makes the individual unfit for service; - Lack of United States Citizenship. j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken. k. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement. l. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice. m. This temporary limited appointment may be converted to a non-temporary appointment without further competition. n. If you are selected for this position, you will be eligible for health and life insurance and you will be covered under a retirement system. o. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. p. Title 5 NG employees with permanent tenure will retain permanent tenure if selected. Title 32 Dual Status technicians with permanent tenure selected to T5 will lose permanent tenure if selected. q. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures. r. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval. s. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition. Education CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain a TOP SECRET/SCI security clearance. 2. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019 (Condition of Employment for Certain Positions Identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing, as required, prior to appointment and periodically annually thereafter. 3. This position is considered as key mission essential work that is performed by the employee because it directly impacts on the functions, initiatives, and operations of the Installation and the JFHQ-State. The employee is required to remain on duty or report for duty during severe weather or other installation closings or emergencies and is required to work irregular hours in crisis situations. 4. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence does not meet the qualification standards to perform the work requirements. *5. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 6. The duties and responsibilities of the job may significantly impact the work environment. Incumbent is responsible to maintain awareness of environmental responsibilities as dictated by legal and regulatory requirements, the organization, and its changing mission. 7. Incumbent may be required to be on-call 24 hours a day, seven days a week and to support extended hours (weekdays, weekends, and holidays) of operation during local and or national emergency events. 8. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
