Emergency Manager
Noble Corporation is hiring for a Emergency Manager in Houston, Texas. This role will be working a hybrid work schedule at our newly built office in CityWest Plaza. The Regional Emergency Manager is responsible for leading the development, implementation, and continuous improvement of the regional emergency management program. This role ensures the integration and alignment of corporate emergency response strategies with Mobile Offshore Drilling Units (MODU) plans, delivering practical and effective response capabilities across the fleet.

The Emergency Manager plays a critical role in enhancing the company’s preparedness and resilience by anticipating and mitigating major accident hazards and ensuring a structured, scalable response to all hazard incidents, regardless of severity. This position provides direct support to the Vice President of Operations and collaborates closely with other regional Emergency Managers to maintain global consistency and operational excellence.

ESSENTIAL FUNCTIONS

Emergency Program Development and Maintenance

Develop, implement, and maintain the regional emergency management program in alignment with international maritime regulations and industry best practices.Ensure integration and consistency between emergency preparedness, safety, and security protocols across all MODUs and shore-based operations.Regularly review and update emergency response plans to reflect operational changes, lessons learned, and regulatory updates.

Advisory and Support Roles

Advise and support Offshore Installation Managers (OIMs), Emergency Response Teams (ERTs), and other key personnel in implementing and maintaining emergency preparedness programs.Serve as a subject matter expert on emergency management, providing guidance to all levels of the organization with primary focus on the Incident Management Team.Facilitate effective communication and coordination between offshore units, corporate teams, and external emergency response agencies.

Risk Assessment and Mitigation

Conduct and oversee emergency risk assessments to identify potential hazards and vulnerabilities.Develop and implement mitigation strategies to reduce the impact of identified risks on personnel, assets, and operations.Monitor global and regional threats that may impact operations and adjust emergency plans accordingly.

Emergency Plan Management

Support with the development and maintenance of Emergency Response Plans (ERPs) for MODUs and shore-based facilities, ensuring alignment with client, regulatory, and company requirements.Ensure periodic reviews and drills are conducted to validate the effectiveness of emergency plans.Customize emergency plans to reflect unit-specific risks, layouts, and operational profiles.

Regulatory Compliance

Ensure compliance with applicable emergency preparedness regulations, including those from flag states, classification societies, and international maritime organizations.Liaise with regulatory bodies during audits, inspections, and incident investigations.Support MODUs in meeting emergency preparedness requirements for certifications and operational readiness.

Training and Awareness

Develop and deliver emergency response training programs for offshore and onshore personnel.Ensure all personnel are familiar with their roles and responsibilities during emergencies.Promote a culture of preparedness and continuous improvement through awareness campaigns and scenario-based training.

Exercises and Drills

Plan, coordinate, and evaluate emergency response drills and exercises, including full-scale simulations and tabletop scenarios.Analyze performance during exercises and implement corrective actions to address gaps or deficiencies.Maintain records of all drills, exercises, and associated evaluations.

Documentation and Records Management

Maintain accurate and up-to-date documentation related to emergency preparedness, including plans, assessments, training records, and incident reports.Ensure documentation meets internal standards and regulatory requirements.Manage access to emergency management systems and platforms.

Incident Response and Support

Serve as a key member of the Incident Management Team (IMT) during emergencies, providing leadership and coordination support to the Incident Commander.Respond to emergency events, ensuring timely activation of response protocols and communication with stakeholders.Support post-incident reviews and contribute to after-action reports and improvement plans.

Industry Engagement and Continuous Improvement

Monitor industry trends, emerging risks, and regulatory changes related to emergency management.Represent the company in industry forums, working groups, and regulatory consultations.Collaborate with internal departments to enhance emergency preparedness across all operations.

QUALIFICATIONS

Bachelor’s Degree preferred.Certifications or designations in emergency management, incident command systems, or related disciplines are highly desirable.Extensive experience in emergency management, preferable within offshore drilling or other high-risk industrial environments.Ability to apply the ISM and ISPS Code requirements to emergency management planning and execution, ensuring compliance with international maritime safety and security standards for MODUsIn-depth knowledge of MODU operations, regulatory frameworks, and emergency response protocols.Proven leadership and crisis management skills, with the ability to remain composed and decisive under pressure.Strong communication, coordination, and stakeholder engagement capabilities.Ability to provide instruction and guidance to the company and fleet during security events.Capability to make operational security decisions during situations of heightened tension and pressure.Proficiency in advising all levels of the organization.Effective and respectful communication skills.Proactive attitude; ability to work independently or with groups.Strong technical writing skills.Excellent interpersonal and communication skills.Ability to quickly learn and implement new procedures and systems within a project environment.Proficiency in all Microsoft Office programs.Certification or ability to be certified for Offshore Oil & Gas travel (BOSIET, OGUK, etc.).Willingness to travel, as required
