Emergency Response Senior Advisor

Job Summary:

The Emergency Response Senior Advisor will lead the design, implementation, and monitoring of technical strategies to improve the identification, prevention, and response of naturally occurring outbreaks and intentional/accidental releases of dangerous pathogens for a large, USAID-funded global health security (GHS) Activity. S/He will lead activities designed to improve a country’s ability to rapidly detect and characterize biological threats and respond rapidly and effectively to public health threats of international concern. The Emergency Response Senior Advisor will directly and indirectly supervise technical staff members to ensure that activities align with work plan objectives and are implemented to the highest quality, on time, and within budget. The Emergency Response Senior Advisor will promote the Activity as a thought leader in diagnostic network strengthening, contributing to FHI 360’s thought leadership in the field through documentation of best practices. In the event of an outbreak, s/he will rapidly mobilize to respond to needs associated with detection, surveillance, data management and sharing, and limited provision of essential commodities.

Accountabilities:

Manages the Activity’s health emergencies programs; advises, promotes, develops, and implements policies and programs to prevent, mitigate, prepare for, or respond to emergencies and disasters caused by infectious diseases outbreaks, in close coordination with international and national partners and representatives and aligned with WHO, CDC, and other international guidelines.

Provides technical support to strengthen a country’s  outbreak and emergency prevention and preparedness program using a One Health approach.

In the event of an outbreak, oversees the timely and high-quality collection, analysis, production, and dissemination of health emergency data at national and subnational levels.

Manages in-country relationships with national, regional, and local government counterparts and multisectoral partners in the emergency response and preparedness space; identifies technical assistance needed to fulfill national global health security and emergency preparedness objectives and to operationalize One Health.

Provides technical guidance and support, in the context of the International Health Regulations (IHR), for the prevention, early detection, and the analysis and dissemination of data related to the occurrence of outbreaks, in close collaboration with key country stakeholders country at the national, subnational, and regional levels.

Promotes multi-disciplinary and cross-cutting approaches and activities with key national and international partners to ensure the successful implementation, monitoring and evaluation of capacities in line with IHR requirements.

Administrative:

Leads the development of country-specific workplans and budgets for emergency response and preparedness activities aligned with Activity goals and ensuring compliance with donor and organizational policies and procedures.

Directs emergency response staff with training and developing process improvement initiatives to ensure compliance with organizational and government standards.

Identifies and consults with the Activity’s Senior Management Team on recommendations to improve Activity implementation and outcomes.

Supervises and mentors staff; oversees recruitment, hiring, and onboarding processes as needed.

Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.

Applied Knowledge & Skills:

Comprehensive knowledge of and experience with mechanisms in the area of national and international preparedness for and response to health emergencies.

Field experience in public health programs and/or emergency management programs in developing countries, including coordination of large-scale public health projects, desired.

Excellent oral and written communication skills.

Excellent organizational and analytical skills.

Demonstrated project and technical leadership.

Ability to motivate, influence, and work well with others to achieve Activity goals.

Ability to exchange information, present recommendations and collaborate with colleagues and peers across the Activity and externally as requested.

Strong organizational skills, high level of attention to detail, and effectiveness under deadlines.

Education:

Masters’ degree or its international equivalent in public health, human development, emergency management, humanitarian affairs, or a related field.

Project Management (PM) certification preferred.

Experience:

Typically requires 12+ years of relevant work experience including combined national and international experience in a managerial position in public health, or disaster management (prevention, mitigation, preparedness, response, and recovery).

Demonstrated experience leading and managing complex projects spanning multiple countries.

Comprehensive knowledge of theories, concepts, and practices in project management, process development and execution.

Excellent and demonstrated public relations, policy, representation, and diplomacy skills required.

Strong critical thinking and problem-solving skills to strategize, plan, and manage resources for successful completion of projects.

A demonstrated ability to create and maintain effective working relations with host country governments, international organizations and multisectoral partners, and U.S. government agencies.

Experience in staff development and capacity building experience. Ability to build teams, recognize, acquire, and retain talents.

Sensitivity to cultural differences and understanding of the ethical issues surrounding emergency response and preparedness.

Supervision Given/Received:

Will directly and indirectly supervise other FHI 360 staff members in multiple countries.

Work is reviewed in terms of meeting the Activity’s objectives and schedules.

Plays a coaching and mentoring role for others.

Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard.

Ability to sit and stand for extended periods of time.

Ability to lift/move up to 5 lbs.

Technology to be Used:

Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams, cell phone/mobile technology, and standard office equipment.

Travel Requirements:

Up to 50%.

The expected US-based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget. 

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US Based Hiring Salary Range: $124,000 - $160,000

International hiring ranges will differ based on location.
