Emergency Supply Chain Coordinator
This role is open to current IRC employees only.  IRC’s Emergencies & Humanitarian Action Unit The IRC’s Emergencies & Humanitarian Action Unit (EHAU) oversees IRC’s global emergency preparedness and response activities. The mission of the EHAU is to expand and improve IRC’s ability to help affected communities survive in acute emergencies and hard to reach contexts by investing in people, systems, and solutions to complex humanitarian challenges.  The EHAU team achieves this mission through ongoing rigorous risk analysis, investing in capacity strengthening of frontline humanitarians, partnership with local actors, offering collaborative support and technical assistance to teams working in emergencies and hard to reach places, and deploying and supporting world class emergency response staff as they help people affected by acute crisis situations. Job Overview The Emergency Supply Chain Coordinator is responsible for the management and delivery of effective Supply Chain support for emergency contexts in compliance with IRC policies and donor regulations. Key responsibilities include procurement management, inventory and warehousing management, assets and properties management, and vehicle & transport management. The Emergency Supply Chain Coordinator will assist with the operational expansion/set up of new emergency sites and would be required to work with supply chain teams across the country, and cross-country as needed, to ensure supply chain activities are moving ahead in a timely manner.  Major responsibilities
Emergency Response:• Provide technical oversight of all Supply Chain functions for emergency response.• Ensure that processes follow IRC GSC standard operating procedures in all aspects as followed.• Contribute to field leadership, be a voice for the supply chain team within the unit.• Engage with other humanitarian actors and forum (e.g. logs cluster, shared services) to advance improved operations.• Engage with identified partners to ensure the SC team is coordinating & communicating effectively with clear agreed ways of working.• Establish monitoring and evaluation mechanisms to assess the impact of procurement activities, identify gaps and improvement opportunities, and produce regular reports to inform strategic decisions related to operations. Planning:• Proactively participate in BVA/ Project Cycle Meetings, including project design, project planning, project opening, project review, project close-out and project learning meetings to ensure that supply chain related issues are well articulated to all stakeholders and resolved for successful project delivery.• Prepare and maintain emergency procurement plans and develop/maintain country program sourcing strategy for all active and pipeline grants in collaboration with program Technical Coordinators and Managers. Inventory, Warehousing, Assets, Fleet and Property:• Monitor the management of warehouses, transportation and distribution of items by optimizing available resources to effectively respond to the urgent needs of beneficiaries.• Ensure warehousing safety and security requirements are in place.• Review IRC policy, definitions of assets, tracking & reporting; determine any special donor requirements for current funding • Confirm assets maintenance plans are in place as per IRC policies.• Assess asset and equipment needs for planned programs (with programs/operations).• Order/purchase IRC asset tags.• Establish procedures to assign and transfer assets.• Ensure Asset Disposal & donation procedures are in place• Establish mechanism for early identification of asset needs (new programs/expansion).• Support in identifying number & type of vehicles required for programmatic activities and operations.• Implement vehicle planning/allocation system. Procurement:• Confirm goods available and lead-times & pricing from global contracted suppliers.• Review approved grant agreements and develop/update procurement plans with Program Coordinator/Manager (attention to donor regulations/restrictions, waivers).• With Operations/Admin determine start-up needs for office furniture, generators, equipment, supplies, expat housing furnishings, visibility items.• Participate in assessments/proposal development to identify future procurement needs/levels: vehicle, warehousing space and asset/equipment needs.• Determine PR Tracking distribution list and frequency. Assign responsibility for distribution.• Market survey: identify potential suppliers for program & office needed items.• Ensure diligence and ATC on potential suppliers completed on suppliers.• Establish supplier files for authorized suppliers and maintain contact list of authorized/ frequently used suppliers.• Make sure Master agreements are put in place, if feasible. Team Culture and People Management:• Provide day-to-day line management, onboarding, ongoing training, technical support and guidance to supply chain and fleet staff, ensuring they maintain high performance, collaborate effectively and are accountable for quality of work. • Cultivate and maintain a positive work environment, while additionally setting an example of ‘One IRC’-way of working within the team.• Advance efforts to promote gender equality, diversity and more inclusive practice across our programming and our ways of working.  Partnerships:• Champion a culture of effective and respectful partnerships. Promote partner-led programming in line with IRC’s “why not partner?” and “partner as equals” approach.  • Actively contribute to the relevant sections of Partner Capacity Analysis (PCA) and the subsequent development of partner support plans.• Manage the implementation of action items in the supply chain sections of partner support plans.• Work collaboratively with partners to ensure that project budgets reflect fair market value.• Ensure appropriate budget allocation for IRC to support partners in alignment with the overall response / program design. Job requirements • University degree, and advanced professional certification in supply chain management (or equivalent work experience).• At least 4 years of experience in managing humanitarian supply chain in multiple settings.• Proven experience developing and managing supply chain/logistics functions in an INGO, including in emergency/conflict areas• Demonstrated ability to identify, recommend and implement standard methodology approaches to ensure rapid, consistent, high-quality management and service provision in an emergency environment • Prior experience managing supply chain functions in large, sophisticated programs including NFI and drug distributions, international procurement, experience with USG, European, DFID and UN procurement regulations, and budget development and oversight.• Demonstrated skills in building strong teams and establishing new operations, including strong ability to communicate and work effectively with senior management, operating and program staff and functions • Strong computer, radio and communication equipment skills, and licensed and able to drive manual transmission, 4WD vehicles. • Experience in Medical Logistics & Pharmacy advantageous.• Experience in previous emergency contexts an advantage.• Fluency in English is required while fluency in Arabic is an added advantage. Female candidates are highly encouraged
