Job Description:
The Human Resources Department is searching for one (1) Employee Enrichment Specialist will report to the Director of Employee Services and work closely with the HR team to develop and execute strategy, trainings, and key initiatives related to the professional development of employees and managers. The successful candidate will be knowledgeable in the City’s standard operating procedures on career counseling with a civil service lens, employee development, collective bargaining agreements, labor rights, etc.
Under the direction of the Director of Employee Services with wide latitude for independent decision making, the Employee Enrichment Specialist responsibilities include, but are not limited to the following:
Career Counseling/ Enrichment
- Assist in the development and delivery of employee enrichment opportunities (such as trainings, workshops, skill-building sessions, and career growth opportunities).
- Assist in the development and implementation of career development programs at SBS such as entry level programs, employee training program, managerial program, etc.
- Serve as the agency’s primary career counselor, helping employees identify career goals, strengths, and growth opportunities, such as:
o Research and recommend training, certifications, or skill-building programs to improve skills, performance, and career opportunities for an individual or group of employees.
o Inform employees of new promotional opportunities, workshops, and policies through counseling sessions, newsletters, or intranet postings that further those goals.
o Work with Employee Service team (EST) to help educate employees on the civil service examination process and promotion pathways and notify them of upcoming exams.
o Track employee engagement, number of promotions post-counseling, and program participation metrics.
o Provide regular reports to HR leadership on trends and outcomes.
o Provide quarterly career counseling surveys and use employee feedback to refine career services and programming.
o Assist in the Counseling Tracking Report to DCAS.
o Collaborate with DCAS regarding the development of civil service examinations for Department specific and City-wide titles.
- Work with EST to create and promote initiatives that boost morale, teamwork, and agency culture, such as agency-wide events, social gatherings, and networking opportunities.
Performance Management
- Manage the agency’s Performance Management Program, providing guidance to supervisors and managers on performance management tools, and maintaining Performance Management tracking systems.
- Assist in the development and implementation of resources to help managers effectively support and engage their teams, including leadership/management training targeted at developing essential skills such as communication, conflict resolution, employee motivation, and performance management.
- Provide ongoing guidance and best practices in the preparation of Task & Standards and Performance Evaluations for all SBS employees.
- Interact with and provide guidance to SBS managers and employees to promote positive employee and management relations and facilitate resolution of performance related issues (incorporating Alternative Dispute Resolution (ADR) and restorative practices to address internal workplace needs and foster harmonious and productive employee relations).
o Conduct research and gather information in preparation for internal labor management meetings, such as:
o Researching and conducting investigations regarding complaints that pertain to employee issues.
o Composing investigative plans, which include deciding which witnesses to interview, outlining which questions to ask, and planning which documents to request and how to acquire said documents.
o Interviewing witnesses to obtain complete and thorough responses to questions.
o Writing Investigative Reports and making recommendations to HR management.
- Perform related assignments and special projects as required.
Preferred Skills:
- 2+ years of experience handling labor relations in City government.
- 2+ years of employee development experience with proven success in effectively managing a team.
- 2+ years of conducting workshops/trainings etc.
- Ability to conduct workshops, training sessions, and team-building activities.
- Knowledge of career growth strategies, mentorship, and coaching techniques.
- Excellent customer service skills and professionalism across all levels of stakeholders and colleagues.
- Demonstrated history of handling confidential information.
- Dynamic individual with strong work ethic, attention to detail, and ability to manage multiple priorities in a timely fashion with limited supervision.
- Ability to build relationships and collaborate across departments.
- Ability to assess the effectiveness of enrichment programs through employee feedback and key performance indicators (KPIs).
- Ability to work well in a fast-paced environment.
- Active listening skills for understanding employee needs.
- Ability to perform a variety of administrative duties, including but not limited to reviewing, analyzing and reconciling data to proactively identify solutions.
- Excellent written and impeccable oral communication skills.

Additional Information
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.

Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
