EMS Program Supervisor 2025-00259 Print (https://www.governmentjobs.com/careers/wyoming/jobs/newprint/4813925) Apply  EMS Program Supervisor 2025-00259 Salary $6,171.35 - $6,857.05 Monthly Location Cheyenne, WY Job Type Permanent Full-time Job Number 2025-00259 Department Department Of Health Division Cheyenne and County Offices Opening Date 01/31/2025 Closing Date Continuous FLSA Exempt Job Classification HSHP10 + Description + Benefits + Questions Description and Functions Open Until Filled GENERAL DESCRIPTION: This position coordinates and manages all activities of the Office of Emergency Medical Services (OEMS) training staff regarding EMS education, development, and compliance and quality improvement activities; manages the Health and Human Services Emergency Medical Services for Children (EMS-C) grant and program; coordinates the objectives of the EMS-C Program, the EMS-related objectives funded through the Medicaid Rural Hospital Flexibility (Flex) grant, and the general EMS education and responsibilities of the OEMS; monitors and builds compliance across all areas of the comprehensive statewide system; reinforces the Hospital Preparedness Program HPP within EMS agencies and assists with monitoring compliance; and supports the Statewide Trauma Program through EMS policy, quality improvement and development activities. This position is expected to support the agency’s emergency response efforts as directed by leadership. Human Resource Contact: wdhrecruit@wyo.gov ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level. + Supervises and oversees the work activity of two (2) OEMS staff by setting goals and expectations based on the OEMS unit manager’s guidance, monitoring progress, completing evaluations, and providing recommendations for recognition and corrective actions. + Quality Improvement - Develops and monitors objective performance measures for EMS education and compliance; links EMS-C performance measures to other education and performance measures throughout the state; and assists the OEMS unit manager with developing and implementing a statewide quality improvement program. + Grant, Budget, and Contract Management - Develops, tracks, and monitors EMS-C Program-specific budget and ensures compliance with all Federal and state grant requirements and deadlines; monitors staff activities and expenditures for compliance within the budget as determined by the OEMS unit manager; responsible for oversight of contracts related to assigned activities. + Statute, Rule, and Policy Development and Enforcement- Monitors and assures statewide EMS agencies and program compliance with state statutes and rules; monitors EMS agencies for compliance with the EMS-C Program and HPP requirements; provides input and assistance to the OEMS unit manager on rule and policy development and enforcement; makes recommendations for corrective actions to the OEMS unit manager; conducts investigations as directed; seeks counsel from the Attorney General as needed, along with the OEMS unit manager. + System Development - Provides assistance, as needed, to the OEMS unit manager in conducting local EMS agency assessments and identifying opportunities for improvement and implementing solutions; communicates with local officials and stakeholders to determine needs and possible solutions; assures HPP and EMS-C Program funds received by EMS agencies are utilized to enhance and develop local systems. + Committee Coordination and Participation - Provides administrative support to the Physician Task Force on EMS, the Wyoming Advisory Committee on Emergency Medical Services, and the EMS Educational Advisory Committee. + Funding Procurement - Pursue new funding sources from private and governmental sources for EMS development within the state, as directed by the OEMS unit manager. Qualifications PREFERENCES: Preference will be given to candidates with five to ten years of personnel management and supervisory experience,. Preference will be given to candidates with experience as an EMS educator, and experience as an EMS field provider. KNOWLEDGE: + Skills in Intermediate level word processing and data software + Ability to communicate in multiple forms + Knowledge of EMS system design + Knowledge of grant writing and management + Knowledge of project management and purchasing procedures + Knowledge of basic Wyoming governmental budgeting and administrative practices. + Knowledge of concepts, principles, and practices of EMS administration, challenges, and trends in EMS and service provisions, and the Wyoming EMS landscape + Knowledge of State contract procurement, negotiation, and administration + Knowledge of Wyoming personnel rules + Knowledge of state and federal laws and regulations + Knowledge of legal requirements and procedures relating to rule promulgation + Knowledge of administrative fair hearing process, and citation and interpretation of complex legislation. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Healthcare) Experience: 1-2 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: + The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc. NOTES: + FLSA: Exempt + The Wyoming Department of Health is an E-Verify (http://www.e-verify.gov/) employer.
