GENERAL DESCRIPTION:
This position supports the Office of Emergency Medical Services (OEMS) by utilizing technical expertise and knowledge to maintain OEMS database(s), write reports, develop dashboard metrics, provide customer support for the Wyoming Trauma Program Patient Registry, manage OEMS contracts and grants, organize educational programs, and maintain OEMS education equipment.

Project Coordination and Support of OEMS Databases
+ Primary technical expert related to the management and maintenance of the Wyoming Trauma Program Patient Registry, receiving ~ 5,000 records annually and currently housing over 62,0000 total records.
+ Maintains strict HIPAA, privacy, and security standards; manages users and ensures the accuracy of each trauma facility's information, with personnel actively working in the system.
+ Works in conjunction with the Trauma Program Manager and OEMS Data Manager to ensure usability and system upgrades.
+ Develops program dashboards and metrics to evaluate overall system performance, and the efficacy of policy changes.
+ Coordinates education and training related to the use of the Wyoming Trauma Program Patient Registry; monitors database benchmarking; provides technical assistance to healthcare facilities who are required to submit to the Wyoming Trauma Program Patient Registry and to the National Trauma Data Bank (NTDB).
+ Assists with planning, facilitating, and scheduling education and training for physicians, nurses, EMS clinicians, and other trauma team staff to assist in developing and enhancing basic, core trauma and EMS standards.
+ Develops from conception to implementation introductory and sustainment courses for Trauma Coordinators, Registrars, and Physician Directors regarding the tenets of successful hospital trauma programs. Trains hospital trauma staff on the use of the Registry’s report writing capabilities.
Education Equipment Maintenance
+ Responsible for upkeep, tracking, and inventory of the OEMS Simulation Mannequins
+ Grant and Contract Management
+ Leads development, execution, and management of RFPs, grants, and contracts.
+ Manages grants and contracts assuring compliance with OEMS, Federal, and the Wyoming Department of Health (WDH) guidelines and reporting requirements.
+ Serves as OEMS liaison for certain grants and contracts and associated exchange of services between WDH and contractor(s) and grant sub-recipients.
+ Maintenance of physical and electronic contracts and grant documentation and reports.
Trauma and EMS System Development
+ Provides technical assistance within specific areas of expertise, one-to-one education, and support to individual hospitals, and EMS agencies regarding various aspects of the trauma and EMS system performance improvement.
+ Maintain, monitor, and update the Wyoming Trauma System email group and participant list.
+ Provides technical assistance within specific areas of expertise, extensive one-to-one education and support to individual hospitals, trauma coordinators and other staff regarding various aspects of the trauma system and local trauma programs, and trauma performance improvement as directed.
Performance Improvement
+ Participates in performance improvement activities within the WDH.
+ Represents the Wyoming Trauma Program and may act as a liaison of the OEMS in emergency response activities within the Public Health Division, WDH, and other agencies and organizations.
Other duties and special projects as assigned.
Qualifications
PREFERENCES:
Preference will be given to candidates with 3 or more years of experience in government contracts and grant management, technical experience in EMS and trauma fields, and experience in medical data system management.
KNOWLEDGE:
+ Experience or knowledge of Medical Terminology and basic anatomy and physiology.
+ Understanding of performance improvement processes
+ Knowledge of office work procedures, standards, and practices.
+ Knowledge of theories, principles, and practices of archival science.
+ Knowledge of governmental records systems.
+ Knowledge of methods of library or archives research.
+ Knowledge of principles and concepts of program management and project management.
+ Knowledge of basic statistical compilation and analysis.
+ Ability to work independently.
+ Experience with Microsoft Office Suite Products and Google applications
+ Must be able to travel occasionally.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Records or Data Management)
Experience:
0-3 years of progressive work experience in (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist II
OR
Education & Experience Substitution:
4-6 years of progressive work experience in (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist II

PHYSICAL WORKING CONDITIONS:
+ The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
