The Encounters Business Analyst II acts as the liaison between the development team and business clients for gathering and defining requirements, coordinating design sessions, creating process/data flow diagrams, generating reports and documenting project efforts. This position is responsible for monitoring performance trends and working with business units to provide insights to leadership. This position supports the development and implementation of business intake processes to be used at the enterprise level. This position is responsible for identifying and resolving barriers and challenges and evaluating or reevaluating products, services, and vendors. This position contributes in the creation and analysis of reports for the department. This position is responsible in communicating and coordinating with Information Technology (I.T.) on a day-to-day encounter related efforts. This position also provides subject matter expertise (SME) and supports the inbound and outbound functions.
DutiesActs as a liaison between I.T. and business units by opening and maintaining lines of communication to monitor and improve business unit satisfaction with I.T., providing a single point of contact for business units into I.T. and acts as a conduit between internal stakeholders, making recommendations for product enhancements, and managing business unit expectations of I.T. Elicits, analyzes, validates, specifies, verifies and oversees the requirements of the project from all stakeholders.
Works with other departments to summarize business insights. Translates business needs, processes and/or procedures to determine and articulate the needs. Contributes in the business process modeling sessions, acting as a documentarian, co-facilitator, facilitator or subject matter expert. Responsible for validating data accuracy and ensuring data is reflected accurately in the system.
Conducts interviews and performs analysis to create business cases for projects. Conducts preliminary investigation for all project requests. Reviews requirements, specifications, test, support and training plans to ensure they are in line with business objectives on projects.
Collects, defines and interprets requirements and contributes in the development and design sessions. Identifies and validates the business requirements and organizes the information into a logical document using business analysis models that are understood by the business stakeholders and I.T. Creates process/data flow diagrams and documents project efforts. Ensures the accurate deployment of solutions through review of logs, assists with test plans and matrices, and other analysis activities.
Provides the business direction for system changes. Validates the business needs for solutions to business problems and process improvements. Develops business process management and analyze metrics. Conducts root cause analysis to recommend enhancements or other appropriate actions to improve productivity for both the business units and I.T.

Provides guidance to less experienced team members so this knowledge can be transferred to the technical departments. Works with team members to develop the appropriate analytical methods to apply to business questions at hand. Works with team members to collect data for ad-hoc and statistical analysis. Ensures understanding of why the business solution was chosen and guides stakeholders in the development of the systems.
Monitors inbound and outbound encounter submission activities and identifies aberrancies. Department Specific (Encounters): Captures encounter data submission requirements from various government agencies. Drafts and distributes L.A. Care's companion guides, communication letters to Plan Partners and clearinghouse. Provides guidance to Plan Partners and clearinghouse. Works with I.T. developers on data mapping, table designing and testing all required data elements. Functions as a liaison between I.T. Business Solutions developmental team and business clients gathering and defining requirements, co-coordinating design sessions, creating process/data flow diagrams and documenting project efforts. Performs systems analyst tasks within established policies, procedures & guidelines. Performs other duties as assigned. Required:
At least 3 years of data analysis experience in the managed care or healthcare environment.
Required:
Strong problem-solving/ analysis skills.
Proficient skills in PC and database management (including Microsoft Excel, Access, and Visio).
Ability to develop and work with complex databases.
Strong interpersonal, verbal, and written communication skills; Understanding of effective communication concepts, tools and techniques; ability to effectively transmit, receive, and accurately interpret ideas, information and needs through the application of appropriate communication behaviors.
