End of Program Evaluation Consultant - Philippines
Habitat
Background
The Terwilliger Center will conduct an end-of-program evaluation to assess the program’s efforts to influence systemic changes in the housing sector, particularly for low-income households. Specifically, it aims to capture evidence of how its interventions have contributed to achieving the set objectives and provide strategic recommendations for future interventions. Thus, we are seeking a consultancy firm to assess the various interventions implemented in the last 2 years.
Project Overview
The Terwilliger Center’s housing program in the Philippines aimed to improve the quality of walling and foundation systems. It focused on facilitating connections among key market players to improve access and affordability of construction solutions. Through partnerships with mass media, the program disseminated ‘Build it Right’ messages seeking to change homeowner practices and increase the use of quality products and services.
Scope of work
The consultant will assess the extent to which the program interventions contributed to observed changes in the housing market. The consultant will then identify which outcomes can be directly or indirectly attributed to the program’s efforts, providing valuable insights into the effectiveness and impact of the interventions.
Also, the consultant will evaluate the program management practices of the program. This consultant will examine the overall scope and objectives from the perspective of both the donor (Hilti) and the implementer (Terwilliger Center), understand the expectations of both parties from the program, evaluate the composition of the team, review the overall program management framework, understand the role of (global) support functions, review stakeholder engagement, communication protocols, and program review practices.
Deliverables
1. Inception report with detailed methodology and work plan.
2. Preliminary findings- a draft report and presentation to ensure completeness and coherence with other evaluation pieces.
3. A final report with an executive summary, key findings, and recommendations.
Duration
The consultancy is from January 27, 2024, to June 30, 2025.
Experience and qualification. Proven experience in conducting monitoring and evaluations, particularly in the housing market, market systems development, or similar sectors.Demonstrated expertise in evaluating media and information work, start-ups, business models, and product development.Strong understanding of the Philippine housing market system, especially the low-income segment.Advanced skills in qualitative and quantitative data collection and analysis.Experience in program management practices of large market systems development programs and/or donor-led programs
