The Payment Vouchering unit within DCAS’ Fiscal and Business Management Line of Service is responsible for the preparation and data entry of payment vouchers into the City’s Financial Management System (FMS).
Energy and Fleet payment vouchers consist of multiple invoices that require extensive review and accuracy in addition to manual entries of data in Invoice Tracking System that comprise hundreds of invoices. Perform extensive analysis of payment packages with respect to the contract price and discount provisions, previous services rendered, certified payroll submissions, timesheets, delivery and/or inspection certifications.
Responsibilities:
- Ensure that all incoming invoices; Motor Vehicle's from Office of Fleet Administration, and Utilities invoices from DEM including NYPA are properly stamped and staged to guarantee timely processing.
- Responsible for the initiation of various monthly “Special processing” and “Expedited payment requests”, in particular NYPA and Con Edison Steam. The latter averages about $64,000,000.00 million dollars per month.
- Review of multiple energy account invoices and related documents, inform Supervisor and DEM of any discrepancy found in order to stop the clock, prevent cessation of services, late payments and potential late interest payments. Extensive review has proven to be very valuable numerous times, most prominently identifying potential overpayments.
- Resolve vendor inquiries concerning payment discrepancies and assist with general informational requests.
- Additional duties of the Vouchering Unit include processing Release of Retainage documents, monitoring interest payments, processing Disbursement Request Modifications (DRM) to expedite payments and updating various payment tracking reports.

Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
